Recently, Shandong Province promulgated the Measures for the Administration of Property Service Charges in Shandong Province, which came into effect on July 1 day, and made clear provisions on this.

When the new house is handed over to get the key, the property fee will be paid for half a year first. Ms. Pan, a citizen of Qingdao, told reporters that many friends around her have encountered this situation when buying a house. However, after the delivery of the house, the owner needs to decorate it, and after the decoration, it needs ventilation. The new house may not be occupied for a year or two, but the property fee is paid as usual, which is somewhat unreasonable.

The phenomenon that the house is vacant is not a case. Many communities, especially newly-built communities, temporarily refuse to live in houses because of renovation or other reasons. Do you need to pay the full property fee for vacant houses?

The newly promulgated "Measures for the Administration of Property Service Charges in Shandong Province" stipulates that if an ordinary house is vacant for more than six months after delivery, the public property service fee in the early stage shall be reduced or exempted, and the maximum fee collected shall not exceed 60%. Many citizens said that such regulations are more reasonable.
