According to the new media of Viewpoint Real Estate, the Notice clarifies the management requirements for epidemic prevention and control after enterprises resume work, ensures the basic rights and interests of landlords and tenants, and promotes the orderly resumption of work of housing leasing enterprises on the premise of ensuring the safety and health of tenants and employees of housing leasing enterprises.

The notice requires that the housing and construction departments at all levels should promptly convey the epidemic prevention and control requirements at all levels to the housing rental enterprises, guide and urge enterprises to strictly fulfill the main responsibility of epidemic prevention and control, as well as the registration and approval requirements for property services and housing rental enterprises to resume work in an orderly manner, carefully formulate the resumption plan and report it to the local government for the record, and actively cooperate with local streets, communities and properties to do the epidemic prevention and control work.

At the same time, the housing rental enterprises should fully grasp the physical condition of the employees currently on the job, make arrangements for the holiday outings and travel trajectories of the returning employees, and manage them according to the source situation and epidemic prevention requirements, so as to ensure the health of employees and avoid taking up their posts with illness.

In addition, the Notice mentioned that it is necessary to urge enterprises to standardize management and ensure the healthy and stable development of the leasing market. During the epidemic period, housing leasing enterprises are required to earnestly fulfill their social responsibilities, keep the housing rent level stable, and put an end to illegal acts such as driving up prices and not clearly marking prices.

The Notice also calls on all leasing parties to negotiate rent reduction and exemption on a fair, voluntary and legal basis. If the housing leasing enterprise and the landlord have not reached a rent reduction agreement, they shall not unilaterally stop paying the landlord rent; After consultation, the housing leasing enterprise shall benefit all tenants from the rent reduced or exempted by the landlord, and directly reflect it in the rent payable by the tenant.

The "Notice" stated that it is necessary to strengthen the supervision of the leasing market and seriously deal with violations of laws and regulations. The real estate administrative department and the market supervision department will intensify the inspection of the housing rental market during the epidemic, and strengthen the supervision of housing rental enterprises through active inspection and complaint information investigation. For housing leasing enterprises that violate the regulations, measures such as interview, notification, suspension of online signing for filing, removal from the list of housing leasing pilot enterprises, and deduction of points when reporting financial support funds will be taken. If there are other violations, the relevant departments will deal with them according to law.
