After the completion of the project and the withdrawal of the development enterprise, all the problems were left to the property management enterprise, which caused many disputes between the property management enterprise and the owner. Third, the ownership of the building is unclear. The division and determination of pool area and the distribution of operating income of affiliated buildings are the core issues of dispute between owners and developers. Many major property disputes in this city stem from the unclear ownership and property rights of underground garages, clubs and supporting houses.

Due to the rapid development of property management enterprises in our city, from a few more than ten years ago to thousands now, management and training have not kept up in time, and quality of enterprise is mixed with good and bad, so service awareness and service level need to be improved.

At present, property management fees are mostly in the form of contract, and the income and expenditure of property management enterprises in daily maintenance are opaque, and the owners lack objective evaluation basis for the services of property management enterprises, so the service level is difficult to quantify.

The research report puts forward seven suggestions to strengthen the property management of residential quarters:

First, attach great importance to the role of property management in residential quarters in building a harmonious community and strengthen administrative supervision over property management.

The second is to rectify the property management market in residential quarters and actively solve the problems left over from development and construction.

The third is to standardize property management and strictly manage the market.

The fourth is to improve the matching of property management laws and regulations.

The fifth is to improve the management system and realize the organic combination of government supervision, industry self-discipline and democratic autonomy.

Sixth, actively explore the establishment of a long-term mechanism for property management in old residential areas.

Seventh, increase publicity, popularize advanced experience, clarify the rights and obligations of all parties, arouse the concern of the whole society about property management, and correctly guide people's concept of property consumption.
