Regulations of Jinan Municipality on Urban Water Supply

Chapter I General Provisions Article 1 In order to strengthen the management of urban water supply, ensure the safety of urban water supply, and safeguard the legitimate rights and interests of users and water supply enterprises, these Regulations are formulated in accordance with the Water Law of People's Republic of China (PRC), the Regulations on Urban Water Supply of the State Council and the actual situation of this Municipality. Article 2 These Regulations shall apply to urban water supply, water use and related management activities within the administrative area of this Municipality. Article 3 The municipal competent department of urban water supply is responsible for the supervision and management of urban water supply in this Municipality, and is specifically responsible for the management of urban water supply in Lixia District, Shizhong District, Huaiyin District, tianqiao district and Licheng District.

County (city), Changqing District urban water supply department is responsible for the management of urban water supply in this area.

The water administrative department is responsible for the development, utilization, protection and management of urban water supply sources.

Development and reform, environmental protection, urban and rural construction, urban and rural planning, health, price, public security, urban management administrative law enforcement, quality and technical supervision, industry and commerce and other departments should do a good job in urban water supply management according to their respective responsibilities. Article 4 Urban water supply shall follow the principles of comprehensive utilization and water conservation, ensure the safety of water supply, give priority to ensuring residents' domestic water use, and make overall arrangements for industrial water and other water use. Article 5 The people's governments of cities and counties (cities, districts) shall incorporate urban public water supply into the national economic and social development plan, ensure the financial investment in the construction of urban public water supply infrastructure, and meet the needs of urban development. Chapter II Planning and Construction Article 6 The competent department of urban water supply shall, jointly with relevant departments, formulate a special plan for urban water supply according to the overall urban planning and comprehensive water resources planning, and approve and promulgate it according to law.

The competent department of urban water supply shall, according to the special planning of urban water supply and water demand, formulate the annual construction plan of urban water supply facilities and organize their implementation. Seventh new construction, expansion and reconstruction projects should be supporting the construction of urban water supply facilities to meet the water supply demand.

Because of the height or geographical location of the building, the requirements for water pressure and water quantity exceed the direct water supply conditions, and secondary water supply facilities should be built. Without acceptance or unqualified acceptance, it shall not be put into use.

Within three months after the completion of the urban water supply facilities project, the construction unit shall hand over the data files of the urban water supply facilities project to the competent department of urban and rural construction and urban water supply. Twelfth in the urban public * * * water supply pipe network coverage, it is forbidden to build new self-owned water sources, and the original self-owned water sources should be gradually closed. Chapter III Facilities Management Article 13 Water supply enterprises and water supply units with self-built facilities shall regularly inspect and maintain the urban water supply facilities under their management to ensure safe operation. Fourteenth urban water supply departments shall, in accordance with national technical specifications, delimit urban public water supply facilities safety protection zones.

In the protected area, it is forbidden to build buildings, carry out blasting operations, store inflammable and explosive articles, dump corrosive and toxic articles and other acts that endanger the safety of water supply facilities. Fifteenth city public water supply facilities failure, water supply enterprises should promptly repair. The water supply enterprise shall compensate the property owner for the losses caused by the emergency repair. Sixteenth in the urban public water supply network coverage project before the start, the construction unit shall go to the water supply enterprise to find out the water supply facilities in underground cities. Construction may affect the safety of water supply facilities, the construction unit shall sign an agreement with the water supply enterprise to protect water supply facilities.

If the water supply facilities are damaged due to construction, the construction unit shall immediately notify the water supply enterprise to repair, and bear the repair costs and compensate for the losses. Seventeenth prohibit unauthorized alteration, demolition and relocation of urban public water supply facilities.

If it is necessary to relocate or dismantle urban public water supply facilities due to house expropriation, the house expropriation department shall inform the water supply enterprise 30 days in advance and sign relevant agreements with the water supply enterprise. Eighteenth secondary water supply facilities built by unit users, the unit is responsible for the management, can also be entrusted to the management of water supply enterprises.

The secondary water supply facilities in newly-built residential quarters are managed by water supply enterprises; The secondary water supply facilities in the original residential quarters can be managed by water supply enterprises in accordance with the Regulations of Shandong Province on Property Management. Specific measures shall be formulated by the Municipal People's Government. Nineteenth secondary water supply facilities have been handed over to the management of water supply enterprises, water supply enterprises should ensure the normal and safe operation of facilities.

If the secondary water supply facilities are not managed by the water supply enterprise, its management unit (hereinafter referred to as the secondary water supply unit) shall file with the competent department of urban water supply.
