What is the second paragraph of Article 75 of Chongqing urban and rural planning?

The second paragraph of Article 75 of the Regulations on Urban and Rural Planning of Chongqing stipulates that the competent department responsible for investigating and handling illegal buildings under construction shall order it to stop construction immediately and eliminate illegal buildings within a time limit, and the township (town) people's government and sub-district offices shall supervise the construction site. For those who refuse to stop work or fail to eliminate it by themselves within the time limit, the competent department in charge of investigation or the people's government of a township (town) or the subdistrict office shall notify in writing the water supply, power supply, gas supply, heating and property services to help stop providing services and cooperate with the investigation.
