Can I refuse to pay the property fee if the shop leaks water?

You can't. According to the property management regulations, if the owners fail to pay the property service fee within the time limit, the owners' committee shall urge them to pay it within a time limit. If the payment is not made within the time limit, the property service enterprise may bring a lawsuit to the people's court, and the shop may not refuse to pay the property fee on the grounds of water leakage.
