Article 2 These Measures shall apply to the deposit, use, management and supervision of special maintenance funds for commercial housing and affordable housing within the administrative area of this Municipality. Chapter III Use Article 13 The use of residential special maintenance funds shall follow the principles of convenience, rapidity, openness and transparency, and consistency of benefits and payment.
