First, the basic situation of geological environment monitoring institutions

Groundwater monitoring has been carried out in Kunming since 1970s. 198 1 year, Yunnan geological environment monitoring station was established, formerly known as Kunming groundwater monitoring station. During the "Seventh Five-Year Plan" period, groundwater monitoring substations were established in Kaiyuan, Qujing, Dali, Yuxi, Chuxiong and Jinghong.

Each substation belongs to the geological team of the city where it is located, and the technical business supervisor is Yunnan Geological Environment Monitoring Institute, and Kunming Substation is directly under the management of the Monitoring Institute. The seven substations are mainly responsible for groundwater monitoring in the urban watershed. Through groundwater monitoring, the dynamic change law of groundwater in the monitoring area is basically mastered, which provides a scientific basis for groundwater development and utilization and groundwater resources management in various places.

The second is the construction of monitoring outlets.

At present, groundwater monitoring is mainly carried out in Yunnan Province. However, there are only seven groundwater monitoring stations, and only six of the 16 cities have groundwater monitoring outlets, with a monitoring area of only 2,872km2 and 425 monitoring stations, including 50 national monitoring stations. Groundwater monitoring projects include groundwater level, flow, mining dynamic monitoring and water quality monitoring.

There are 202 water level monitoring points and 63 flow monitoring points in the province. Most underground water level monitoring points are laid out by mining holes, and there are also a few special monitoring holes and stop-mining holes instead of monitoring holes and civil wells. The flow monitoring points are spring water and gravity drilling; The monitoring point of production is the production well. The monitoring frequency is 3 times a month (6 times a month before 2002).

There are 232 water quality monitoring points in the monitoring area * * *, most of which are mining mines and a few are spring points. Water quality monitoring and analysis projects include: 25 routine analysis projects, 6 trace element analysis projects, toxic and harmful element analysis projects 18, 2 bacterial analysis projects, 5 1. The analysis project of each monitoring point depends on the specific situation of the monitoring point. The annual water quality monitoring frequency is 1 time in wet season and dry season.

Groundwater monitoring

Among the seven monitoring stations in the province, only Kunming Station has established a groundwater monitoring information system.

The karst rocky mountain area in eastern Yunnan is short of surface water resources, and it is difficult to build surface reservoirs, while groundwater resources are abundant. Many karst springs and underground rivers are cited as water sources in this area, which has great potential for effective development and utilization of groundwater. In Old Town of Lijiang, a world cultural heritage, Black Dragon Pool Spring and Ice Conglomerate Spring are important parts of the heritage. Tengchong underground hot water and underground mineral spring are important components of Tengchong Volcano Geothermal National Geopark. The famous big springs, underground cold water and underground hot water in these cities are important basic components of local social and economic development, and they are also key protection and monitoring objects. So far, there is no website for monitoring groundwater environment in these areas. There are many similar fields. In order to ensure the sustainable development of local national economy and society, and the effective development and rational utilization of resources, the dynamic monitoring network system of urban groundwater environment should be added in national cities and important economic regions with rapid development as soon as possible, which fully reflects the basic and scientific supporting role of geological environment monitoring in urban development and construction, and is also one of the safeguard measures for the sustainable development of social economy.

(2) Geological disasters

Yunnan province has carried out meteorological early warning and forecasting of geological disasters, mainly through the website to publish early warning and forecasting information of geological disasters and receive feedback information.

This work began in 2004. The average annual release days exceed 150 days, covering the whole flood season. At the same time, in order to avoid casualties and property losses caused by geological disasters caused by extreme meteorological disasters, the Meteorological Department's Special Report on Important Meteorological Information was promptly and accurately faxed to the local, state and county land and resources bureaus to remind all relevant departments to strengthen prevention.

In addition, only some counties (cities) in the province have carried out a general survey of geological disasters and established corresponding databases.

Since 200 1, more than 80 counties (cities) have carried out geological disaster investigation. Except for a few databases undertaken by other units, most of them are managed by the information center of Yunnan Geological Environment Monitoring Station (monitoring institute) and submitted to China Geological Environment Monitoring Institute and Provincial Department of Land and Resources. From 200/KLOC-0 to 2005, 43 counties (cities) were investigated for geological disasters, namely: Ninglang, Yingjiang, Nanjian, Lanping, Chengjiang, Shidian, Luquan, Lianghe, Lincang, Yunlong, Fuyuan, Yulong, Yongshan, Longchuan, Yongping and Yunxian.

In 2006, 34 counties (cities) were investigated, namely: Pingbian, Kaiyuan, Hongta District, Yanshan, Yiliang, Xundian, Maitreya, Mengzi, Shilin, Luxi, Wenshan, Zhanyi, Qilin District, Malong, Lvliang, Shizong, Luoping, Chuxiong, Mouding and Shuangbai.

In 2007, there were 27 counties (cities) that carried out geological hazard survey, namely: Mojiang, Jinggu, Shangri-La, Gucheng District, Weixin, Daguan, Ludian, Weishan, Yangbi, Binchuan, Midu, Eshan, Ruili, Huaping, Gejiu, Fumin, Xiangyun, Mengla, Menghai and Simao.

In 2008, a general survey of geological disasters was carried out in 20 counties (cities) including Longling, Menglian, Lancang, Pu 'er, Yongde, Zhenkang, Shuangjiang, Gengma, Funing, Luxi, Yimen, Yuanjiang, Jinning, Chenggong, Xishan District, Guandu District, Wuhua District and Cangyuan.

Yunnan Province has promulgated and implemented local regulations and documents on geological environmental protection as follows:

1. The Regulations on Geological Environment Protection in Yunnan Province was deliberated and adopted at the 23rd meeting of the Standing Committee of Yunnan Provincial People's Congress on July 28th, 2000/kloc-0, and came into force on June 28th, 2002. Announcement of the Standing Committee of the Ninth People's Congress of Yunnan Province (No.54).

This Ordinance has made corresponding provisions on geological environment protection, including geological environment impact assessment, geological environment monitoring, prevention and control of geological disasters, management of geological environment such as mines, engineering and hydrology, protection of geological relics and paleontological fossils, etc., requiring units and individuals engaged in activities related to geological environment within the administrative area under the provincial jurisdiction to abide by this Ordinance.

2. The Regulations on the Protection of Mine Geological Environment in Yunnan Province was promulgated by the Yunnan Provincial People's Government on September 30, 2006, and the implementation date was June 30, 2006.

These regulations require that the development of mineral resources within the administrative area under the provincial jurisdiction must abide by these regulations and protect the geological environment elements such as stratigraphic structure, rocks, soil, groundwater, topography and geomorphology involved in the development of mineral resources.

3. The Interim Measures for the Management of Deposit for Mine Geological Environment Restoration in Yunnan Province was promulgated by the Yunnan Provincial Government on July 2, 2006, and the implementation date was July 2, 2006.

In order to ensure that the mining right holder can effectively fulfill the obligations of mine geological environment protection and restoration during the mining process and when the mine is closed, closed and closed, these Measures require the mining right holder to pay the deposit for geological environment restoration and management to the administrative department of land and resources.

4. The Notice of Yunnan Provincial Department of Land and Resources on Further Strengthening the Publicity of Geological Environment Protection was issued by Yunnan Provincial Department of Land and Resources on April 1 1 day, 2003, and the implementation date was April 1 1 day, 2003.

In recent years, due to the frequent disturbance of human economic and engineering activities to the geological environment, the impact intensity and effect accumulation have increased, which makes the geological environment problems in Yunnan Province increasingly prominent and the development momentum of geological disasters tends to be serious. In order to further strengthen the propaganda of geological environment protection, improve the awareness of the whole society in preventing and controlling geological disasters and protecting geological environment, and publicize and popularize relevant scientific knowledge. According to the requirements of the Ministry of Land and Resources, combined with the reality of Yunnan Province, this notice puts forward specific requirements for the propaganda work of geological environmental protection and puts forward the propaganda slogan of geological environmental protection.
