Can the pre-resettlement property be directly contracted to state-owned enterprises?

You can't. According to the provisions of the Construction Law, the Bidding Law and the Quality Management Regulations, in the Administrative Measures for Subcontracting Construction of Housing Construction and Municipal Infrastructure Projects, the construction unit may not directly designate subcontractors, which means that the construction unit cannot subcontract the project without bidding. It doesn't mean that the builder can't contract out these projects, and there is nothing to prohibit the builder from contracting out some projects alone, and it is impossible to directly contract the pre-resettlement property to state-owned enterprises.
