From August 20, 2022, Nanjing implemented the Notice of Nanjing Municipality on Amending and Printing the Implementation Measures for the Settlement of Points in Nanjing.

According to the existing settlement policy in Nanjing, there are three main ways for foreigners to settle in Nanjing: talents, points and four districts.

1. Application conditions for talents to settle in Nanjing:

In any of the following circumstances, you can apply for an account to move into Nanjing:

(1) Graduates under the age of 45 who have a postgraduate degree or above or a bachelor's degree (including returned overseas students and part-time graduate students with equivalent academic qualifications);

(two) graduates under the age of 40 who have paid social insurance for urban workers in this Municipality and have paid for more than 6 months continuously;

(3) Persons with intermediate or above professional and technical qualifications;

(four) personnel with more than three national vocational qualifications (skills).

2. Application conditions for settlement of Nanjing points:

To apply for settlement of points, the following conditions shall be met:

(1) Holding a valid residence permit in Jiangsu Province in this Municipality;

(two) in the city's legal and stable employment and pay social insurance for urban workers, the cumulative payment of social insurance for urban workers is not less than 12 months;

(3) Having no serious criminal record.

3. Conditions for the settlement of the four districts in Nanjing

Article 4 The settlement of points shall follow the principles of openness, transparency, fairness and impartiality.

Article 5 The municipal public security department is responsible for taking the lead in implementing the settlement of points, building and improving the information management system for settlement of points, and doing a good job in the summary of points. The municipal human resources and social security department is responsible for the integral management of professional and technical qualifications, vocational skills, social insurance and commendation awards.

City big data management, education, real estate, planning and natural resources, taxation, intellectual property and other departments are responsible for social credit, academic certificates, residence, taxation, scientific and technological achievements and other points management according to their respective responsibilities.
