The term "property management" as mentioned in these Regulations refers to the activities of the owners to maintain, conserve and manage the houses, supporting facilities, equipment and related sites within the property management area through hiring property service enterprises or self-management, and to maintain environmental sanitation and related order. Article 3 Property management shall follow the principles of Party building, owner autonomy, professional service and government supervision.
Owners and property service enterprises should follow the principles of honesty, friendliness, fairness, openness and paid service when carrying out property management activities.
Advocate the concept of people-oriented, green ecology, shared wisdom and harmonious governance, and encourage the adoption of new technologies and methods to improve the service level of property management. Article 4 The people's governments of cities and counties (cities, districts) shall strengthen their leadership over property management, incorporate property management into the development planning of modern service industry, community construction planning and grass-roots governance system, provide personnel and financial support for neighborhood offices and township (town) people's governments to carry out property management activities, and commend and reward units and individuals who have made outstanding contributions in property management.
County (city, district) people's governments shall establish a joint meeting system of property management, coordinate and solve major problems in property management within their respective jurisdictions, organize joint law enforcement activities in residential areas, establish a working mechanism for resolving property management disputes and handling disputes, and provide convenience for handling property management disputes and disputes.
Quzhou Green Industry Cluster Management Committee and Chengxi District Management Committee are responsible for the supervision and management of property management within their respective jurisdictions. Article 5 The municipal administrative department of housing and urban and rural construction (hereinafter referred to as the municipal administrative department of property) shall be responsible for the guidance, supervision and management of property management activities within the administrative area of this Municipality, and formulate relevant policies and systems for property management activities throughout the city.

Comprehensive administrative law enforcement, public security, emergency management, market supervision and management, natural resources and planning, ecological environment, development and reform, finance and other departments, in accordance with their respective responsibilities, do a good job in the supervision and management of property management, and deal with illegal acts within the property management area in a timely manner according to law. Article 6 Sub-district offices and township (town) people's governments shall guide the establishment of owners' congresses and the election of owners' committees within their respective jurisdictions, assist the property administrative departments to supervise the owners' congresses and owners' committees to carry out activities according to law, coordinate the relationship between property management and community governance and community construction, promote grid service management, and mediate property management disputes.
Neighborhood (village) committees assist neighborhood offices and township (town) people's governments in property management. Seventh neighborhood (village) committees, owners' committees and property service enterprises shall, under the leadership of community and village party organizations, establish and improve the coordination and linkage mechanism of property management and promote the construction of harmonious property management. Eighth property management related industry associations should strengthen industry self-discipline, standardize service behavior, mediate internal disputes in the industry, promote the honest operation of property service enterprises, and promote the healthy and orderly development of the industry. Article 9 Owners' organizations, construction units and realty service enterprises may entrust third-party organizations to carry out realty management-related activities, such as mediating realty disputes, undertaking realty project inspection and evaluating realty service quality.
Third-party institutions shall follow the principles of independence, objectivity and impartiality, provide professional services in accordance with laws and regulations, relevant technical specifications and contractual agreements, and the reports issued shall be true, objective and complete, and shall be responsible for the reports issued. Chapter II Owners' Organization Article 10 If the conditions for the establishment of owners' meeting stipulated in the Regulations on Property Management in Zhejiang Province are met, the subdistrict office and the township (town) people's government shall, within 60 days from the date of receiving the written report of the construction unit or the owners on the preparation of the owners' meeting, guide the owners to set up a preparatory group for the owners' meeting (hereinafter referred to as the preparatory group) to prepare for the first owners' meeting. The property administrative department at the county level shall give business guidance to the owners in preparing for the first meeting of the owners' congress.
The preparatory group consists of owners and construction units, street offices, township (town) people's governments and neighborhood (village) committees. The failure of the construction unit to send personnel to participate in the preparatory group does not affect the establishment of the preparatory group. The head of the preparatory group shall be a member of the sub-district office, the township (town) people's government or the neighborhood (village) people's committee.
The preparatory group consists of five to eleven members, of which the number of owners is not less than 50% of the total number of the preparatory group. Owners participating in the preparatory group are recommended by the sub-district offices, township (town) people's governments or neighborhood (village) committees.
The preparatory group shall, within three days from the date of its establishment, publicize the list of members in a prominent position in the property management area for not less than seven days, and may inform all owners by means of electronic information technology. Owners have objections to the list of members, by the street offices, township (town) people's government to coordinate and solve.
