1. Expand the application of credit evaluation.

2. Establish a disciplinary incentive mechanism.

Establishing punishment and incentive mechanism is an important content of strengthening the construction of credit system in construction market, and it is also the proper meaning of deepening the construction of credit mechanism in construction market with quality as the core.

In order to punish quality dishonesty, on the one hand, Beijing has made it clear that those responsible subjects who have not carried out special promotion work, are not active in special promotion work, have not achieved obvious results in quality problem management, and have many quality complaints will be exposed through the media and dealt with in informed criticism. In order to encourage quality and integrity, Beijing has also explored ways to rely on the former to encourage credit scoring of project quality in administrative licensing, project guarantee and insurance, daily supervision, policy support, evaluation and commendation, and to encourage and support the development of quality and integrity enterprises through both financial incentives and market mechanisms, so as to promote the quality of residential projects and buildings. Therefore, in the process of popularization and operation, the quality of the main structure of Beijing residential projects is stable and controllable, and no general or above quality accidents have occurred.

3. Improve the quality credit system.

Quality credit system is an important foundation to promote the high-quality development of residential projects. In order to guide the construction enterprises to establish a self-discipline mechanism of quality credit, Beijing needs to continuously strengthen the construction of quality credit system and form the wind of quality credit by administrative means.

In the future, Beijing can also start with the identification, recording, collection, * * enjoyment, publicity, punishment, credit repair and other aspects of high-quality credit information, and strive to solve the problems such as inaccurate definition of dishonesty, abuse of disciplinary measures for dishonesty, and imperfect credit repair mechanism. For example, in the field of housing and construction, we can comprehensively use administrative, market-oriented, industrial and social constraints and punishments, as well as other disciplinary measures determined by laws and regulations and the inter-ministerial joint meeting of the social credit system, regularly update the basic list of disciplinary measures for dishonesty in the industry, and announce it to the public and organize its implementation after approval.

On this basis, Beijing can also improve the system and mechanism of project quality management: build a quality management system with high quality and good price as soon as possible, and establish a quality and quality competition mechanism when bidding, auctioning and hanging land; Carry out quality risk classification management and evaluation, build a linkage mechanism between the construction market and the construction site with quality as the core, and effectively realize differentiated supervision and precise supervision. Adhere to the problem orientation, focus on weak links, pay attention to the combination of length and weakness, and treat both the symptoms and root causes. In the future, Beijing needs to comprehensively sum up the experience of upgrading actions, establish and improve a long-term mechanism, and carry out normalized key governance.

In the process of deepening the construction of credit mechanism of construction market with quality as the core, we should give full play to the linkage role of market mechanism in the credit system of construction market: the role of market mechanisms such as engineering quality insurance is not obvious, and it is also a problem that Beijing needs to face directly.
