In order to solve the outstanding quality problems of residential projects, the Beijing Municipal Commission of Housing and Urban-Rural Development launched a special campaign to improve the quality of residential projects under construction and delivery within two years (hereinafter referred to as "the promotion campaign"), and implemented key tasks such as strengthening the construction of laws and regulations, highlighting the problems of system governance, strengthening the supervision of key links, and innovating and improving the guarantee mechanism.

Specifically, around the quality credit system, Beijing has carried out a series of work from three aspects: credit evaluation application, punishment and incentive mechanism and quality credit system.

1. Expand the application of credit evaluation.

The credit evaluation of engineering quality is the basis of constructing the governance system of enterprises, governments, associations and the public. Through credit evaluation, we can grasp the overall quality of residential projects, and promote the "two fields" linkage between construction site and trading market by establishing competition mechanism and implementing differentiated supervision.

In order to build a construction market system with engineering quality as the core, Beijing has continuously carried out credit evaluation of residential engineering quality and actively expanded the application of credit evaluation: on the one hand, it promotes the linkage between enterprise credit evaluation results and bidding, on the other hand, it implements differentiated supervision according to credit evaluation results.

Linking project quality management with construction project bidding, realizing linkage docking between construction site and construction market, and resolutely putting an end to quality accidents from the source. Of course, referring to the Notice of Shanghai Municipal Commission of Housing and Urban-Rural Development on Using the Credit Evaluation Results of Shanghai Construction Enterprises in Bidding for Construction Projects, Beijing can also promote the linkage between the credit evaluation results of enterprises and bidding through special policies.

In addition, combined with the results of credit evaluation of engineering quality, credit classification supervision is carried out on market access, qualification identification, administrative examination and approval, policy support and other aspects of the construction market, and an intra-industry competition mechanism is established; It is also conducive to in-depth exploration of the supervision mechanism of engineering quality credit classification, and provides a basis for building a new credit supervision mechanism more scientifically.

2. Establish a disciplinary incentive mechanism.

Establishing punishment and incentive mechanism is an important content of strengthening the construction of credit system in construction market, and it is also the proper meaning of deepening the construction of credit mechanism in construction market with quality as the core.

In order to punish quality dishonesty, on the one hand, Beijing has made it clear that those responsible subjects who have not carried out special promotion work, are not active in special promotion work, have not achieved obvious results in quality problem management, and have many quality complaints will be exposed through the media and dealt with in informed criticism. If the circumstances are serious, the "blacklist" system of the main body of the construction market will also be applied; On the other hand, the Interim Measures for the Administration of the List of Joint Disciplinary Objects in Beijing's Construction Market was promulgated, which included the construction market subjects who suffered major and above engineering quality and safety accidents, or two or more general engineering quality and safety accidents in 1 year and were subject to administrative punishment.

In order to encourage quality and integrity, Beijing has also explored ways to rely on the former to encourage credit scoring of project quality in administrative licensing, project guarantee and insurance, daily supervision, policy support, evaluation and commendation, and to encourage and support the development of quality and integrity enterprises through both financial incentives and market mechanisms, so as to promote the quality of residential projects and buildings. Therefore, in the process of popularization and operation, the quality of the main structure of Beijing residential projects is stable and controllable, and no general or above quality accidents have occurred.

3. Improve the quality credit system.

Quality credit system is an important foundation to promote the high-quality development of residential projects. In order to guide the construction enterprises to establish a self-discipline mechanism of quality credit, Beijing needs to continuously strengthen the construction of quality credit system and form the wind of quality credit by administrative means.

On the basis of promoting actions, the Beijing Municipal Commission of Housing and Urban-Rural Development recently issued "202 1 Key Points of Safety and Quality Supervision of Construction Projects", emphasizing the need to improve the linkage mechanism between safety and quality evaluation and credit evaluation in the construction market, and incorporate the creation of smart project sites and safety and quality evaluation into the enterprise credit evaluation index system; Recently, the Interim Measures for the Management of Public Credit Information in Beijing Construction Market (Draft for Comment) was formulated, aiming at deepening the construction of quality-centered credit mechanism in the construction market from the perspective of strengthening the management of public credit information.

In the future, Beijing can also start with the identification, recording, collection, * * enjoyment, publicity, punishment, credit repair and other aspects of high-quality credit information, and strive to solve the problems such as inaccurate definition of dishonesty, abuse of disciplinary measures for dishonesty, and imperfect credit repair mechanism. For example, in the field of housing and construction, we can comprehensively use administrative, market-oriented, industrial and social constraints and punishments, as well as other disciplinary measures determined by laws and regulations and the inter-ministerial joint meeting of the social credit system, regularly update the basic list of disciplinary measures for dishonesty in the industry, and announce it to the public and organize its implementation after approval.

On this basis, Beijing can also improve the system and mechanism of project quality management: build a quality management system with high quality and good price as soon as possible, and establish a quality and quality competition mechanism when bidding, auctioning and hanging land; Carry out quality risk classification management and evaluation, build a linkage mechanism between the construction market and the construction site with quality as the core, and effectively realize differentiated supervision and precise supervision. Adhere to the problem orientation, focus on weak links, pay attention to the combination of length and weakness, and treat both the symptoms and root causes. In the future, Beijing needs to comprehensively sum up the experience of upgrading actions, establish and improve a long-term mechanism, and carry out normalized key governance.

In the process of deepening the construction of credit mechanism of construction market with quality as the core, we should give full play to the linkage role of market mechanism in the credit system of construction market: the role of market mechanisms such as engineering quality insurance is not obvious, and it is also a problem that Beijing needs to face directly. Although Beijing has actively promoted the insurance for potential defects in the quality of residential projects, it is still necessary to effectively promote related projects in strict accordance with relevant requirements in the future.
