Chapter I General Provisions Article 1 In order to strengthen the construction and management of farmers' markets, standardize the operation order of farmers' markets and protect the legitimate rights and interests of consumers and operators, these Regulations are formulated in accordance with relevant laws and regulations and in light of the actual situation of this Municipality. Article 2 These Regulations shall apply to the planning, construction, operation, supervision and management of farmers' markets in Gulou District, Yunlong District and quanshan district.

Tongshan district, jiawang district, Xuzhou Economic and Technological Development Zone within the scope of the farmers' market planning, construction, operation and supervision and management and other related activities can be implemented with reference to these regulations. Article 3 The term "farmer's market" as mentioned in these Regulations refers to a market place with fixed places and facilities established according to law and mainly used for spot trading of agricultural and sideline products.

The term "farmers' market operators" as mentioned in these Regulations refers to enterprises established according to law and engaged in the management of farmers' markets by providing services such as venues, related facilities and property services.

The floor operators mentioned in these Regulations refer to natural persons, legal persons and unincorporated organizations that independently engage in the trading of agricultural and sideline products in the farmers' market. Article 4 The Municipal People's Government shall strengthen the organization and leadership of the management of farmers' markets and promote the development of farmers' markets.

The district people's governments shall, in accordance with the principle of territoriality, be responsible for coordinating the construction, supervision and management of farmers' markets within their respective jurisdictions.

Street offices are responsible for guiding and urging farmers' market managers to implement management responsibilities. Article 5 The municipal and district people's governments shall establish a coordination mechanism for the management of farmers' markets, and organize departments of commerce, market supervision and management, urban management, natural resources and planning, housing and urban and rural construction, finance and emergency management to study, coordinate and solve major problems in the construction and management of farmers' markets. Chapter III Establishment and Termination of Farmers' Markets Article 14 The establishment of farmers' markets shall meet the following conditions:
