Measures for the administration of renewable resources recovery

The measures for the administration of renewable resources recovery are as follows:

Rule number one. In order to strengthen the recycling management of renewable resources, save resources, protect the environment, and promote the sustainable development of economy and society, these measures are formulated in accordance with the laws and regulations such as the Law of People's Republic of China (PRC) on the Promotion of Cleaner Production and the Regulations on the Comprehensive Utilization of Resources in Shandong Province, combined with the actual situation of this province.

Article 2. The term "renewable resources" as mentioned in these Measures refers to all kinds of wastes that have completely or partially lost their original use value and can regain their use value after recycling and processing, including scrap metal, waste electrical and electronic products, waste equipment and its parts, waste paper, waste cotton, waste rubber, waste plastics and waste glass.

Article 3. Units and individuals engaged in renewable resource recovery and related activities within the administrative region of this province shall abide by these measures. Where laws and regulations have other provisions on waste recycling management, those provisions shall prevail.

Article 4. The administrative department of economy and informatization of the people's government at or above the county level shall be responsible for the management of renewable resources recovery within their respective administrative areas, and the departments of development and reform, finance, science and technology, public security, housing and urban construction, environmental protection, and industrial and commercial administration shall do a good job in the management of renewable resources recovery in accordance with their duties.

Fifth, the people's governments at or above the county level and their relevant departments should strengthen the propaganda work of recycling renewable resources, enhance the awareness of recycling renewable resources in the whole society, and improve the comprehensive utilization level of renewable resources.

Sixth, encourage all walks of life and urban and rural residents to accumulate and sell renewable resources, and encourage the harmless and recycling of renewable resources. Encourage institutions of higher learning, scientific research units, enterprises and individuals to conduct scientific research, technology development and popularization and application of the comprehensive utilization of renewable resources.

Seventh, the renewable resources recycling industry association should strengthen industry self-discipline, standardize industry behavior, organize personnel training, and carry out information consultation and services on renewable resources recycling.

Article 8 The administrative department in charge of recycling renewable resources shall, jointly with the relevant departments, formulate the construction plan of recycling renewable resources system in accordance with the principle of overall planning and rational distribution, combined with the local economic development level, population density, environment and resources. Supply and marketing cooperatives shall, in accordance with the prescribed responsibilities, do a good job in the management of renewable resources recovery.

Article 9. The establishment of renewable resource recycling enterprises, recycling stations and centralized sorting and processing sites shall conform to the construction plan of renewable resource recycling system, and build necessary non-proliferation and leakage prevention facilities to prevent pollution to the surrounding environment. The sorting, processing, distribution and storage of renewable resources shall be carried out in designated centralized sorting and processing places.

Tenth new residential areas in urban planning areas, should be in accordance with the construction plan of renewable resources recycling system to reserve the space needed for recycling stations. In the completed residential area, the site required for the recycling station can be provided by the owners' congress or the property management enterprise entrusted by the owners according to the construction plan of the renewable resource recycling system.
