The funds required for the award shall not be charged from the endowment insurance fund, and shall be charged by the reward unit or the designated channel of the unit. Those who have won such honorary titles before the reform will be given a one-time retirement allowance, which will be paid to themselves at the time of retirement, and the funds will be paid by the original channels.
