In order to promote the installation of elevators in existing residential buildings in our city and facilitate the owners to apply for elevator installation, according to the Implementation Opinions on Installation of Elevators in Existing Multi-storey Residential Buildings in Ningbo (Trial) (J.J.F. [20 17] 178) and the Notice on Further Promoting the Installation of Elevators in Existing Multi-storey Residential Buildings (J.J.F. [20178)

I. Application and Implementation Subject

According to the principle of "who owns, who contributes, who is responsible", the subject of application for implementation is all owners of the building or unit. The applicant can entrust the elevator installation enterprise and other units to organize the implementation by signing the Power of Attorney.

Second, the basic conditions for installing elevators

(1) The house to be installed with elevator is not included in the negative list of existing multi-storey residential buildings in Ningbo (see item 7 for details).

(two) the installation of elevators in buildings shall be subject to the consent of the owners who account for more than two-thirds of the total building area and more than two-thirds of the total number of people; If an elevator is installed in a unit, it shall be approved by all the owners of the unit; Owners who are over 70 years old or disabled in the unit may apply with the consent of owners who account for more than two-thirds of the total construction area of the unit and more than two-thirds of the total number of owners, and all owners have no objection when soliciting opinions.

Sign the elevator installation agreement after obtaining the consent of the owner. After soliciting the opinions of relevant stakeholders and publicizing without objection, you can apply to the local housing and construction department for elevator installation.

Third, the whole process of installing the elevator

Step 1 (Pre-preparation): The building or unit owner signs the Preliminary Letter of Intent for Installing the Elevator, clarifying the principle of sharing the initial start-up cost (such as drawing design fee) between the owner's representative and installing the elevator, and collectively voting to select and hire the general contractor for installing the elevator, and signing the Power of Attorney with it.

The general contractor of elevator installation starts the elevator installation design and works out the feasibility plan of elevator installation. At the same time, the owners should report to the neighborhood Committee for registration.

Step 2 (Voting and Publicity): The owner of the building or unit will hold a meeting to vote on the design scheme of installing the elevator, and make clear the project budget, the principle of fund raising and distribution, the maintenance unit and the cost distribution in the later stage of the elevator, and sign the Agreement on Installing the Elevator.

After the voting is passed, the design scheme, design drawings, feasibility report and elevator installation agreement will be publicized in a prominent position in this unit, this building and this community for no less than 10 working days. The publicity shall openly accept the telephone number of the objection. If there is any objection in the publicity, the handling and results of the objection negotiation shall be indicated. The publicity results shall be witnessed, filed and sealed by the community neighborhood committee. Where an interested party is involved, the opinions of the interested party shall also be sought.

Step 3 (examination and approval and construction): the applicant who installs the elevator entrusts the elevator installation enterprise to apply for online joint examination and approval. After accepting the application for joint examination and approval of elevator installation, the local housing construction department will jointly examine and approve with the local planning, fire protection, comprehensive law enforcement, special equipment safety supervision and management departments, and give an opinion of "agree" or "disagree" within 10 working day, and the relevant departments will give detailed reasons for "disagree". After the joint examination and approval, the elevator installation applicant (who can entrust the elevator installation enterprise) shall timely report the relevant materials to the local housing and construction department for examination and filing.

After the approval, start the project pipeline migration, equipment procurement and other work, and enter the construction stage. The owner may entrust the elevator installation enterprise to be responsible for pipeline migration.

Step 4 (Acceptance and Subsidy): After the elevator installation is completed, you should apply to the local special equipment safety supervision administration for the elevator use registration certificate and carry out the project acceptance. After the acceptance, the owner can apply to the local housing and construction department for financial subsidies for installing elevators with relevant materials, and receive maintenance funds and personal provident fund from the local property special maintenance fund management institution and provident fund management institution.

Four, elevator installation joint acceptance application materials

(1) Application: Application for installing elevators in existing houses in Ningbo (including application for installing elevators, elevator installation agreement and power of attorney signed by relevant owners of the unit or building, etc.). );

(2) Identification materials: a copy of the relevant owner's ID card and the property ownership certificate of the unit or building;

(3) On-site publicity materials: the publicized and unobjectionable elevator installation scheme, including the photos on the spot, the publicized and adopted elevator installation design scheme, design drawings (design structure diagram, design general plan, floor plan of each floor, elevation effect diagram) and elevator installation feasibility report. Design documents include electronic CD-ROM, public notice with community seal and no objection certificate, etc. ;

(4) Installation enterprise materials: a copy of the elevator installation contract signed with the design unit, construction unit and supervision unit (stamped with the official seal of the unit); A copy of the business license and qualification certificate of the elevator design unit, construction unit and supervision unit (stamped with the official seal of the unit); If the elevator installation project adopts the general contracting mode, it is also necessary to provide a copy of the elevator installation contract agreement and the contractor's business license and qualification certificate (with the official seal of the company);

(5) Other supplementary materials: If the house belongs to Class C house which is suspected to be dangerous or has been released from danger, the original house safety appraisal report provided by the house safety appraisal institution shall be provided.

According to the current documents, before 202 1 12.30, if the elevators were installed and registered by the special equipment safety supervision and management department, each elevator will be given a financial subsidy of 200,000 yuan.

At the same time, owners can also withdraw special maintenance funds and housing provident fund after enjoying financial subsidies. The withdrawal of special maintenance funds for property shall not exceed 70% of the balance of personal account; If the provident fund is withdrawn, the total withdrawal shall not exceed the individual contribution; At the same time, the special maintenance funds for property and housing provident fund shall be withdrawn, and the total amount shall not exceed the individual contribution.

Example reference: Ningbo multi-storey residential building with elevator case: the application is based on the community. The sharing ratio of elevator installation cost (total cost is 500,000 yuan, financial subsidy is 200,000 yuan, and residents should bear 300,000 yuan) reached through consultation is: 40% on the sixth floor, 20% for each household, about 60,000 yuan; 30% on the fifth floor, per household 15%, about 45,000; The fourth floor 19%, 9.5% per household, about 28,500; 8% on the third floor, 4% per household, about1.2000; 3% on the second floor, per household 1.5%, around 4500.
