The distance education of noncommissioned officers in China Radio and TV University adheres to the principle of giving priority to the army and giving consideration to both the army and the people. There are two undergraduate majors (undergraduate majors) in law and administration, and six majors in law, administration, business administration, computer and application, property management and logistics management. About 60% of the courses are designed by the Central Radio and TV University, and about 40% of the courses are oriented to the training needs of non-commissioned officers in the army.

The teaching management of the college is jointly responsible by the Central Radio and TV University and the college. The Central Radio and TV University is responsible for making teaching plans, examination propositions, grading standards, teaching outlines and compiling teaching materials. According to the regulations of the Central Radio and TV University and the specific conditions of the army, the college is responsible for the teaching management, educational administration and student status management of the distance education for non-commissioned officers.

Students adopt a credit system, which is effective for eight years and implements flexible academic management. Non-commissioned officers who have passed the prescribed course examination of distance education and meet the graduation requirements shall be awarded the nationally recognized diploma of junior college or undergraduate course by the Central Radio and TV University. The course examination is held twice a year. According to the actual needs of the army, the examination time is mainly held in March and 10 every year.
