What is the joint meeting system of community neighborhood committees?

The community residents' committee is the executive body of the residents' congress. At present, the basic working principle of the community is the working system of "two committees and two sessions". The "branch Committee" is the party branch. "Neighborhood committee" is a member of the residents committee. As far as I know, if there are major issues to be studied, the joint meeting will be submitted to the two committees for decision.
