Provisions of Chongqing Municipality on halving property fees

The Notice of Chongqing Municipal Price Bureau on Relevant Issues in the Implementation of Urban Property Management Service Charges in Chongqing (Chongqing Price [2004] No.778) stipulates that the property owner shall pay 50% of the property service fee for the houses that have not been occupied, that is, the houses whose water, electricity and gas meters have not changed. This is the well-known basis for halving the property cost of vacant houses (not renovated).
