If pre-qualification is adopted for a project subject to public bidding, the credit evaluation result shall be taken as a necessary condition for the pre-qualification of potential bidders. If the scoring method is adopted, the enterprise credit score shall be included in the prequalification score; If this method is qualified, bidders should be selected according to the ranking order of credit scores.

If the comprehensive evaluation method is used to evaluate the bid, the bidding enterprise score consists of commercial bid, technical bid and credit bid, and the proportion of enterprise credit score in the bidding score is controlled at 10% to 20%. If a consortium participates in bidding, it shall be determined according to the lowest enterprise credit score among the consortium enterprises. If the evaluated lowest bid price method or reasonable lowest bid price method is used to evaluate the bid, and the credit score of the bidding enterprise ranks in the bottom 60%, it will not be regarded as the candidate for winning the bid in principle.
