Practical significance of green building action plan

Green building is a building that can save resources, protect the environment, reduce pollution to the maximum extent, provide people with healthy, applicable and efficient use space and live in harmony with nature during the whole life cycle of the building. Since the Eleventh Five-Year Plan, China's green building work has achieved remarkable results. The heating metering and energy-saving renovation of existing buildings have exceeded the targets and tasks of the Eleventh Five-Year Plan, the implementation rate of energy-saving standards for new buildings has been greatly improved, the application scale of renewable energy buildings has been further expanded, and the energy-saving supervision system for office buildings and large public buildings of state organs has been initially established. However, it also faces some outstanding problems, mainly: extensive urban and rural construction methods, high energy consumption, low utilization efficiency, emphasis on scale and light efficiency, emphasis on appearance and light quality, emphasis on construction and light management, and the service life of buildings is far below the designed service life.

Carrying out green building action, guiding urban and rural construction with the concept of green, recycling and low carbon, strictly implementing mandatory building energy-saving standards, solidly promoting energy-saving renovation of existing buildings, intensively utilizing resources, and improving the safety, comfort and health of buildings are of great significance and role in transforming urban and rural construction methods, breaking the bottleneck of energy resources, improving people's production and living conditions, and cultivating strategic emerging industries such as energy conservation, environmental protection and new energy. We should take green building action as an important part of implementing Scientific Outlook on Development and vigorously promoting the construction of ecological civilization, seize the historical opportunity of accelerating the development of urbanization and new rural construction in China, effectively push urban and rural construction onto the track of green, circular and low-carbon scientific development, and promote comprehensive, coordinated and sustainable economic and social development.
