Previously owed property fees will be recorded and should be paid. The deposit collected before will also be handed in.

What is formed between the property company and the owners is the property contract relationship, that is, the property company should be entrusted by all the owners to maintain and manage the community, and the owners should pay the service fee according to the property contract. If the property company neglects management and fails to perform the obligations stipulated in the property contract, the owner can negotiate with the property company according to the specific terms of the property contract to improve the quality of property management services.

Legal basis: Article 41 of the Regulations on Property Management.

The owner shall pay the property service fee in accordance with the provisions of the property service contract. If the owner and the user of the property agree that the user of the property will pay the property service fee, the owner shall bear joint and several liability from the agreement.

Property that has been completed but has not been sold or handed over to the property buyer shall be paid by the construction unit.
