Few people set up stalls to sell vegetables. I guess they are afraid of being caught by the city management.

To tell the truth, whether a city is suitable for providing for the aged depends on going to the vegetable market or the morning market. If the price of vegetables is cheap, you can find small vendors next to every big community. Basically, it can be concluded that this city is a livable city.
