General procedure of administrative punishment for fire control management: 1. In addition to the administrative punishment made in accordance with the summary procedure, if administrative punishment should be given to citizens, legal persons or other organizations according to law, ordinary procedures should be applied. 2, fill in the acceptance registration form, submitted to the leadership for approval. 3, after filing, there must be more than two fire law enforcement personnel to undertake. Law enforcement officers shall show their certificates to the parties concerned or relevant personnel. 4, to carry out investigation and evidence collection, and make records of investigation and evidence collection. When collecting evidence, law enforcement officers may collect evidence by sampling. In the case that the evidence may be lost or difficult to obtain later, with the approval of the person in charge of the public security fire control institution, it may be registered and preserved in advance, and a decision on handling shall be made in time within 7 days. Law enforcement officers who have a direct interest with the parties concerned shall withdraw. 5. Inform the parties of the facts, reasons and basis for administrative punishment according to law, as well as the right to state and defend according to law, and make a written notice. If the facts, reasons and basis put forward by the parties are established after examination, they shall be adopted. 6, after the investigation, law enforcement officers should fill out the "public security administrative punishment form" according to the illegal facts identified, after legal review, reported to the leadership for approval. Law enforcement officers shall, according to the decision of examination and approval, fill in the Decision on Administrative Punishment of Public Security in a timely manner, affix the seal of the public security fire control institution that made the decision on administrative punishment, and sign the date of making the decision. If the circumstances are complicated or major illegal acts are given heavier administrative punishment, it shall be decided through collective discussion. If the conditions for hearing are met, the hearing procedure shall apply. If the illegal act constitutes a crime, it shall be transferred to judicial organs. 7. The decision on administrative punishment for public security shall be delivered to the parties on the spot after the announcement. If the party concerned is not present, the public security fire control institution shall serve it on the party concerned according to law within 7 days.
