I have never seen a water group entrust a property to collect water charges. Can the property sell water halfway?

Legal basis: Article 45 of the Regulations on Property Management. Within the property management area, water supply, power supply, gas supply, heating, communication, cable TV and other units shall charge relevant fees to the end users. Where a realty service enterprise accepts the entrustment to collect the fees mentioned in the preceding paragraph, it shall not collect additional fees such as handling fees from the owners.

Property has the right to collect and pay water charges, but it is illegal to earn the difference.

The situation is different in different regions. If the property company only collects water charges and does not increase the price of residents, it should be regarded as an agent. In the past, business tax was not paid according to the policy, and value-added tax was not levied after the "reform of the camp".

This provision mainly takes into account that according to the relevant regulations, it is not allowed to sell hydropower at a higher price. In practice, we can't simply determine the resale or collection behavior according to the tax principle.

All localities have been calling for the corresponding policies to be clear, but because this is not only a tax issue, but also involves water supply, power supply companies and other fields, we need to coordinate together and find feasible ways to balance interests.
