Article 15 of the Implementation Measures for the Management of Property Service Charges in Luoyang City (hereinafter referred to as the "Charging Measures") clearly stipulates: "For vacant houses whose property owners have gone through the check-in formalities but temporarily do not live, the property service fee shall be paid at 50% of the prescribed or agreed charging standard within half a year, and at 70% of the prescribed or agreed charging standard for those who have not lived for more than half a year."

According to the laws and regulations of our country, according to the nature and characteristics of the services provided, the property management service charges are divided into three kinds of prices, namely, physical government pricing, government guidance pricing and operator pricing, which are explained one by one below:

① Real government pricing or government-guided prices include public services such as sanitation and cleaning, maintenance of public facilities, security and greening. Charges for utilities, gas, cable TV, telephone and other public services provided to owners and users. ; The charging standard shall be declared by the property management unit to the price department according to the actual service items and expenses. After the price department solicits the opinions of the property management department, it is approved by the independent community as a unit, and the property management service charges are actually government-guided prices. Property management units can determine specific charging standards within the range specified by the government guidance price.

(2) Operators' pricing includes: special services provided according to the individual needs of property owners and users, and the government price department has no unified charging standard. The charging standard shall be agreed by the property management unit and the community management committee or the owners and users' representatives through consultation, and the charging items and charging standards shall be reported to the local price department for the record.
