The standards formulated should be linked with other social security standards.

Official procedure

In the payment of the minimum living allowance, the first type of security object is paid in full according to the minimum living allowance standard, and if its original living allowance standard is higher than the minimum living allowance standard, it is paid according to the original relief standard; Other security objects are paid according to the difference between their family per capita income and the minimum living standard; According to the relevant provisions of the state to enjoy preferential treatment of other personnel, their pensions are not included in the family income.

The subsistence allowance is the minimum living guarantee allocated by the state finance to the poor, and it should be earmarked for special purposes. Regulations on Minimum Living Security for Urban Residents

(1) refusing to sign opinions on enjoying the minimum living guarantee for urban residents for families that meet the conditions for enjoying the minimum living guarantee for urban residents, or deliberately signing opinions on enjoying the minimum living guarantee for urban residents for families that do not meet the conditions for enjoying the minimum living guarantee for urban residents;

(two) dereliction of duty, favoritism, or corruption, misappropriation, withholding, arrears of urban residents minimum living security funds and materials.

Application procedure

To apply for subsistence allowances, the head of household shall submit a written application to the social assistance affairs management office of the street (township) where the household registration is located.
