Notice of Xiangtan Municipal People's Government on Prohibiting Fireworks and Firecrackers in Urban Areas in 2023

In order to prevent fire accidents, eliminate potential safety hazards, reduce environmental pollution, and ensure the safety of the public and people's lives and property, according to the Law of People's Republic of China (PRC) on the Prevention and Control of Air Pollution, the Law of People's Republic of China (PRC) on Public Security Administration Punishment, and the Regulations on the Safety Management of Fireworks and Firecrackers, it is decided that fireworks and firecrackers will be prohibited in urban areas in 2023. The relevant matters are hereby notified as follows:

1. It is forbidden to set off fireworks and firecrackers within 500 meters of the extension line of the West Second Ring Road in the urban area-Lianshui-Xiangjiang River-the border with Zhuzhou City-the border with Changsha City-Chunlan Road-the central area of Heling Town-Jintong Road-Shanghai-Kunming Expressway-Xiangtan University Area-the closed area of the West Second Ring Road and the central area of Nanzhushan Town.

Two, the following places in this Municipality are prohibited from setting off fireworks and firecrackers, and their owners, operators or managers shall set up no-burning signs:

(a) cultural relics protection units, party and government organs, kindergartens, schools, medical institutions and pension institutions;

(2) Transportation hubs such as stations and docks and railway line safety protection zones;

(3) Units that produce and store inflammable and explosive articles;

(4) Within the safety protection zone of power transmission and transformation facilities;

(five) exhibition halls, museums, libraries, archives and other public cultural places; (six) key fire prevention areas such as scenic spots and mountains;

(seven) hotels, shopping malls, bazaars, stadiums and other crowded public places;

(eight) other places where fireworks are prohibited by laws and regulations.

3. Fireworks and firecrackers are set off in the no-burn zone, or they are set off in a way that endangers public and personal property safety. The public security organ shall order them to stop setting off and impose a fine of more than 500 yuan 100 yuan; Those who violate the administration of public security shall be punished according to law.

4. If it is really necessary to hold a fireworks show and other large-scale fireworks display activities due to major celebration activities, it must be approved by the public security organ according to law and issue a fireworks display permit, which will be set off at the designated time and place. If large-scale fireworks display activities such as fireworks display are held without permission, or if large-scale fireworks display activities such as fireworks display are set off in violation of the fireworks display safety regulations and the fireworks display operation scheme, the public security organ shall order it to stop the fireworks display, and impose a fine of 6,543,800 yuan+0,000 yuan but not more than 50,000 yuan on the responsible unit.

Five, the city people's government and the park management committee shall fulfill the territorial responsibility of prohibiting the discharge of fireworks and firecrackers, and take the lead in organizing joint law enforcement actions. All units directly under the municipal government, central and provincial units stationed in Tan, township people's governments (street offices), community neighborhood committees (village committees) and residential property management units should implement various measures to ban burning and earnestly do a good job in banning burning.

Six, public security, ecological environment, transportation, emergency management, market supervision, housing and urban construction, urban management and law enforcement, forestry and other departments in accordance with the division of responsibilities, severely punish illegal sales, transportation, storage, discharge of fireworks and firecrackers.

Seven, any violation of the provisions of this notice, hinder, siege, abuse, assault law enforcement officers to perform official duties according to law, shall be dealt with by the public security organs according to law; Anyone suspected of committing a crime shall be transferred to judicial organs for handling according to law.

Eight, the general public should consciously abide by the provisions of this circular, and encourage active reporting of violations of the regulations on the prohibition of burning (reporting hotline: 1 10, 12345).

Nine, this notice shall come into force as of the date of promulgation.
