Grass-roots governance should realize "five haves"

The Opinions on Strengthening the Modernization of Grass-roots Governance System and Governance Capacity issued by the Central Committee points out that grass-roots governance is the cornerstone of national governance, and promoting the governance of towns (streets) and urban and rural communities as a whole is the basic project to realize the modernization of national governance system and governance capacity. The "Opinions" emphasize the strengthening of six grass-roots political power governance capabilities, including administrative execution capabilities, serving the people, deliberation and consultation capabilities, emergency management capabilities and peace building capabilities.

Rural revitalization, the main body is in towns and villages; Social governance depends on the community. In the practice of grass-roots governance, we should establish the orientation of trusting, relying on and grasping the grass-roots, implement the reform of township street authorization, delegate resources and responsibilities to the grass-roots, and solve the "small horse-drawn cart" dilemma.

First of all, we must solve the problem of "someone is in charge". Led by the organization department, a certain proportion of career preparation personnel are recruited from outstanding village cadres and outstanding community workers every year, so that they can really work hard and do a good job. Increase the recruitment of township and street civil servants and constantly enrich the grassroots work force; Strictly clean up illegal secondments and solve the problem of "retaining people" in towns and villages.

Second, we must solve the problem of "having money to do things". Increase financial support for township streets, reform the budget management and fund allocation mechanism, bundle and package all kinds of policies, projects and funds for serving residents, and concentrate on sinking into communities; The capital projects implemented by towns and villages in industrial construction, rural governance and improvement of living environment are directly delegated to towns and villages to stimulate the creativity and ability of grassroots to do good things.

Third, we should solve the problem of "having a place to discuss". We will comprehensively solve the shortage of office space in communities, solve historical problems such as long-term rental of office space and office space in different places in some communities, and ensure that urban communities have standardized office and service places.

Fourth, we must solve the problem of "having the right to manage". In combination with the institutional reform of public institutions and the reform in the field of comprehensive law enforcement, the authority of district-level social governance, market supervision, and convenience services will be sunk to towns and streets in an orderly manner. The evaluation of the party building, innovation and comprehensive management work of the units under its jurisdiction should first seek the opinions of the local street party (work) Committee in writing. The appointment and removal of the heads of agencies dispatched by market supervision, food and drug supervision, sanitation and other departments shall be subject to the written consent of the resident township party committees and street party working committees, and the stationed personnel shall be included in the daily management and double assessment of the streets.

Establish a joint meeting system for grassroots governance in cities and districts, and straighten out the management mechanism with high-tech zones in community construction, safety production and property management.
