Chapter I General Provisions Article 1 In order to strengthen the management of city appearance and environmental sanitation and create a clean, beautiful and civilized city environment, these Regulations are formulated in accordance with the provisions of the Regulations of the State Council Municipality on the Administration of City Appearance and Environmental Sanitation, the Regulations of Hebei Province on City Appearance and Environmental Sanitation and other relevant laws and regulations, and in combination with the actual situation of this Municipality. Article 2 These Regulations shall apply to the city appearance and environmental sanitation management activities in the built-up areas of cities, the places where the people's governments of counties (cities, districts) are located, the built-up areas of towns (townships, streets) and other urbanization management areas delineated and announced by the people's governments of cities and counties (cities, districts). Article 3 The work of city appearance and environmental sanitation shall adhere to the principles of unified leadership, hierarchical management, public participation and social supervision, and be managed according to law, scientifically and civilly. Article 4 The competent department of city appearance and environmental sanitation of the Municipal People's Government shall be in charge of the city appearance and environmental sanitation management, and be responsible for the organization and implementation of these Regulations.

County (city, district) people's government department in charge of city appearance and environmental sanitation is responsible for the city appearance and environmental sanitation management within their respective administrative areas.

Sub-district offices and town (township) people's governments are responsible for organizing and implementing the specific work of city appearance and environmental sanitation within their respective jurisdictions, and guiding and supervising the city appearance and environmental sanitation work of neighborhood (village) committees.

Development and reform, housing and urban and rural construction, urban and rural planning, environmental protection, public security, transportation, education, finance, water conservancy, gardens and other relevant departments shall do a good job in the management of city appearance and environmental sanitation within their respective functions and duties. Article 5 The people's governments of cities and counties (cities, districts) shall incorporate the cause of city appearance and environmental sanitation into the national economic and social development plan, set comprehensive goals and adopt advanced management methods to improve the service capacity of city appearance and environmental sanitation.

City, county (city, district) people's government shall establish a capital investment and funding guarantee mechanism that is compatible with the management of city appearance and environmental sanitation, and the required funds shall be included in the financial budget of the people's government at the corresponding level.

The people's governments of cities and counties (cities, districts) shall promote the marketization and socialization of city appearance and environmental sanitation services, innovate the service mechanism of city appearance and environmental sanitation, and guide social capital to participate in the construction and operation of environmental sanitation facilities. Article 6 The people's governments of cities and counties (cities, districts) and their relevant departments shall guide the public to participate in the management of city appearance and environmental sanitation in an orderly manner. Strengthen publicity and education of city appearance and environmental sanitation laws and regulations and scientific knowledge, and enhance public awareness of civilization.

Radio, television, newspapers, internet and other mass media should arrange public welfare publicity content about city appearance and environmental sanitation. Seventh any unit or individual has the right to discourage, complain and report acts that undermine the city appearance and environmental sanitation. The competent department of city appearance and environmental sanitation shall set up a report telephone and email address. , and announced to the public; The accepted report shall be handled in a timely manner according to law. Eighth city appearance and environmental sanitation departments can hire city appearance and environmental sanitation supervisors to assist in publicity and education and correct illegal acts. Ninth to promote and encourage residents' (village) committees to organize residents' (village) people to formulate self-discipline conventions for maintaining city appearance and environmental sanitation, and to create clean, beautiful and civilized communities. Chapter II System of Area of Responsibility Article 10 A system of area of responsibility for city appearance and environmental sanitation shall be established.

The area of responsibility refers to buildings (structures) and other facilities, places and their surrounding areas owned, used or managed by units or individuals.

Owners and managers of urban buildings (structures) or other facilities and places are responsible persons for city appearance and environmental sanitation. Where the owner, manager and user have an agreement on management responsibility, such agreement shall prevail. Eleventh city appearance and environmental sanitation responsibilities are determined in accordance with the following provisions:

(a) roads, bridges, underpasses, squares, green spaces, waters, public toilets and other urban public areas, by the city and county (city, district) in charge of city appearance and environmental sanitation, but the relevant units or departments have been clearly responsible for the exception;

(two) streets, residential areas, villages in the city, by the street offices, the town (township) people's government is responsible for; Cleaning and sanitation integrated operation, by the city and county (city, district) city appearance and environmental sanitation department is responsible for; The implementation of property management, the property service unit is responsible for;

(three) shops, supermarkets, bazaars, exhibition venues, securities markets, hotels, restaurants and other places by the business units or property services units;

(four) through the city roads, stations, docks, parking lots, bus stops and their management scope, the management unit is responsible for;

(five) rivers, lakes and other waters and coastline within the city, by the user or management unit;

(six) the construction site of the construction project shall be the responsibility of the construction unit, and the land for the construction project that has not yet started shall be the responsibility of the construction unit;

(seven) culture, sports, entertainment, sightseeing and other public places, by the management unit;

(eight) the city appearance and environmental sanitation management of public areas within the scope of scenic spots, science and technology parks, industrial parks and economic development zones shall be the responsibility of the management unit;

(nine) the management areas of organs, organizations, military units, schools, hospitals and other units, as well as factories and mines, shall be the responsibility of this unit.

If the area of responsibility for city appearance and environmental sanitation is not clear, the county (city, district) city appearance and environmental sanitation department shall determine and inform it; Cross administrative regions, determined by the municipal competent department of city appearance and environmental sanitation.
