Article 2 These Regulations shall apply to the city appearance and environmental sanitation management activities in the built-up areas of cities, the places where the people's governments of counties (cities, districts) are located, the built-up areas of towns (townships, streets) and other urbanization management areas delineated and announced by the people's governments of cities and counties (cities, districts). Article 3 The work of city appearance and environmental sanitation shall adhere to the principles of unified leadership, hierarchical management, public participation and social supervision, and be managed according to law, scientifically and civilly. Chapter II System of Area of Responsibility Article 10 A system of area of responsibility for city appearance and environmental sanitation shall be established.

The area of responsibility refers to buildings (structures) and other facilities, places and their surrounding areas owned, used or managed by units or individuals.

Owners and managers of urban buildings (structures) or other facilities and places are responsible persons for city appearance and environmental sanitation. Where the owner, manager and user have an agreement on management responsibility, such agreement shall prevail. Eleventh city appearance and environmental sanitation responsibilities are determined in accordance with the following provisions:

(four) through the city roads, stations, docks, parking lots, bus stops and their management scope, the management unit is responsible for;

(five) rivers, lakes and other waters and coastline within the city, by the user or management unit;

(six) the construction site of the construction project shall be the responsibility of the construction unit, and the land for the construction project that has not yet started shall be the responsibility of the construction unit;

(seven) culture, sports, entertainment, sightseeing and other public places, by the management unit;

(eight) the city appearance and environmental sanitation management of public areas within the scope of scenic spots, science and technology parks, industrial parks and economic development zones shall be the responsibility of the management unit;

(nine) the management areas of organs, organizations, military units, schools, hospitals and other units, as well as factories and mines, shall be the responsibility of this unit.

If the area of responsibility for city appearance and environmental sanitation is not clear, the county (city, district) city appearance and environmental sanitation department shall determine and inform it; Cross administrative regions, determined by the municipal competent department of city appearance and environmental sanitation.
