Under what circumstances can I refuse to pay the property fee:
1. The developer may refuse to pay the property fee if he delays the delivery.

3. If the house inspection is unqualified, the property fee may be refused.

The unqualified property service quality does not mean that the property company has not fulfilled the property contract. The owner may request to continue the performance and compensate for the losses, but he cannot refuse to pay the property fee on this ground.
5. Property management companies can refuse to pay property fees if they use public areas to operate.

Article 22 of the Regulations on Property Management
The construction unit shall formulate a temporary owners' convention before the sale of the property, and make an agreement on the use, maintenance and management of the property, the interests of the owners, the obligations that the owners should perform, and the responsibilities that they should bear in violation of the convention.
The temporary owners' convention formulated by the construction unit shall not infringe upon the legitimate rights and interests of property buyers.
