Under what circumstances can I refuse to pay the property fee:

1. The developer may refuse to pay the property fee if he delays the delivery.

During the period of repossession, if the developer can't produce the supporting documents or the supporting documents are incomplete, the property buyers have the right to refuse to hand over the house, and the resulting responsibility for delaying the delivery of the house shall be borne by the developer.

2. If the original owner owes money, the new owner can refuse to pay the property fee.

3. If the house inspection is unqualified, the property fee may be refused.

The developer shall provide the house acceptance certificate to the buyer when handing over the house.

4. If the quality of property service is unqualified, you can refuse to pay the property fee.

The unqualified property service quality does not mean that the property company has not fulfilled the property contract. The owner may request to continue the performance and compensate for the losses, but he cannot refuse to pay the property fee on this ground.

5. Property management companies can refuse to pay property fees if they use public areas to operate.

Article 22 of the Regulations on Property Management

The construction unit shall formulate a temporary owners' convention before the sale of the property, and make an agreement on the use, maintenance and management of the property, the interests of the owners, the obligations that the owners should perform, and the responsibilities that they should bear in violation of the convention.

The temporary owners' convention formulated by the construction unit shall not infringe upon the legitimate rights and interests of property buyers.

Article 26 of the Regulations on Property Management

The prophase realty service contract may stipulate the time limit; However, if the realty service contract signed by the owners' committee and the realty management enterprise comes into effect before the expiration of the term, the prophase realty service contract shall be terminated.
