5. If the property service contract stipulates that the service fee shall be paid in advance, and the property management enterprise fails to provide the corresponding service, the owner may not pay the corresponding service fee.

6. It should be pointed out that underpaying or refusing to pay the property fee is not to ignore the property fee, but to feedback the appeal through reasonable channels. If there is a fight between the owners and the property, the owners' committee should take the initiative to stand up and demand that the property be rectified or replaced.
