Measures of Tianjin Municipality on the Administration of Bagged Municipal Domestic Waste (revised in 2004)

Article 1 In order to gradually realize the collection, transportation and classified treatment of municipal solid waste in this Municipality and improve the quality of environmental sanitation, these Measures are formulated in accordance with relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 The term "domestic garbage bags" as mentioned in these Measures refers to the activities of using special garbage bags to contain, put in and collect solid waste (except hazardous waste, industrial solid waste and construction waste) generated in urban daily life or in the activities of providing services for urban daily life. Article 3 Units and individuals within the management area of domestic garbage bags determined by the municipal, district and county people's governments shall abide by these measures. Article 4 The municipal administrative department of city appearance and environment shall be responsible for the formulation, supervision and inspection of the overall planning of municipal solid waste bagging. Article 5 The district and county people's governments shall, according to the overall planning of domestic garbage bagging in this Municipality, formulate the zoning planning and annual work targets of domestic garbage bagging in this area, and be responsible for organizing and coordinating the work.

The district and county environmental sanitation administrative departments shall be responsible for the supervision, inspection and management of domestic garbage bagging within their respective jurisdictions.

Construction, planning, environmental protection, housing management, municipal administration, public security, health, industry and commerce, transportation and other relevant departments shall, in accordance with their respective responsibilities, cooperate with the administrative department of city appearance and environment to do a good job in the management of domestic garbage bags. Sixth district and county environmental sanitation administrative departments should take measures to reduce the amount of domestic waste, and gradually implement the classified collection, transportation and bagging of domestic waste. Seventh domestic garbage bagging organization, promotion and daily management in accordance with the following provisions:

(a) the management of domestic garbage bags of units and individual industrial and commercial households shall be the responsibility of the district and county environmental sanitation administrative departments;

(two) the property management unit is responsible for the management of domestic garbage bags in residential areas where property management is implemented;

(three) the management of domestic garbage bags in residential areas without property management is the responsibility of neighborhood offices or town people's governments;

(four) the management of domestic garbage bags in various markets in cities and towns is the responsibility of the market start-up units. Article 8 Newly-built residential quarters, cultural and entertainment venues, stadiums, hotels, railway stations, wharves, office buildings, shopping malls and various markets shall be equipped with bagged garbage collection and transportation facilities by the construction unit in accordance with the standards set by the municipal city appearance and environmental management department, and shall be designed, constructed and put into use at the same time, and the required funds shall be included in the investment of construction projects. Article 9 If the completed residential quarters, cultural and entertainment venues, stadiums, hotels, railway stations, docks, office buildings, shopping malls and various markets are not equipped with domestic garbage bag collection and transportation facilities or the original environmental sanitation facilities are not suitable for domestic garbage bag collection and transportation, they shall be equipped or renovated within the time limit prescribed by the district or county environmental sanitation administrative department, and meet the standards prescribed by the municipal city appearance and environmental sanitation administrative department.

The allocation or transformation of bagged garbage collection and transportation facilities shall be carried out in accordance with the following division of labor:

(a) enterprises, institutions and individual industrial and commercial households are responsible for their own;

(two) the residential area of property management is entrusted by the property management committee composed of the owners, and the residential area that has not yet formed the property management committee is responsible for the property management unit;

(three) residential areas without property management are under the unified responsibility of the district and county people's governments;

(four) cultural and entertainment venues, stadiums, hotels, stations, docks, office buildings, shopping malls and various markets are responsible for by their start-up units or management units. Tenth bagged garbage collection and transportation facilities by the management unit is responsible for the replacement and maintenance; If there is no management unit, the property right unit shall be responsible. Article 11 Units that produce domestic garbage, individual industrial and commercial households and units that collect domestic garbage shall use degradable special garbage bags that are certified and registered by the municipal environmental protection administrative department and meet the specifications, thickness and color requirements stipulated by the municipal city appearance and environmental administrative department to contain and collect domestic garbage. Article 12 The following provisions shall be observed when transporting and collecting domestic garbage in bags:

(a) residents of residential areas should tie up the bag mouth and put it at the time and place designated by the property management unit or the residents' committee, and the property management unit and the residents' committee will collect and transport it by themselves or entrust the environmental sanitation service unit to collect and transport it at the designated time.

(two) residents, units and individual industrial and commercial households along the street on both sides of the primary and secondary roads shall put the bagged domestic garbage at the designated place from 8: 00 to 24: 00 on the same day. Bagged domestic garbage shall be collected and transported directly by the sanitation service unit and removed before 8: 00 the next day.

(III) The time, place and method for residents, units and individual industrial and commercial households along the street on both sides of non-primary and secondary roads to put the bagged domestic garbage generated by them shall be determined by the district and county environmental sanitation administrative departments in consultation with residents, units, individual industrial and commercial households and environmental sanitation service units. Thirteenth prohibit the implementation of the following acts:

(1) refusing to carry out domestic garbage bagging in the area where it has been determined to carry out domestic garbage bagging;

(2) Mixing hazardous waste, industrial solid waste, construction waste and liquid waste into bagged domestic garbage;

(three) the use of broken bags to contain domestic garbage;

(four) damaged into garbage bags;

(five) damage to the collection and transportation facilities of bagged domestic garbage;

(six) to enable or damage the closed domestic garbage passage without authorization.
