In order to strengthen the property management of vacant houses in xx Community, Party A and Party B have reached the following agreement on the property fee of vacant houses on the basis of voluntariness, equality and consensus according to the relevant provisions of the Contract Law of People's Republic of China (PRC) and the Measures for the Implementation of Residential Property Service Management in xx City:

1. According to Article 13 of the Measures for the Administration of Residential Property Service Charges in xx jointly issued by xx Municipal Price Bureau and Yantai Municipal Housing and Urban-Rural Development Bureau, if the house is left vacant for more than one year after delivery, the property fee will be reduced or exempted by 30%.

2. If Party B requests Party A to reduce the property service fee during the period of vacant houses, it must ensure that the following two conditions are met: (If the following two conditions are met, Party B can apply to Party A for the relevant procedures for reducing the property service fee for vacant houses).

1. The house has been delivered to Party A for use.

2. The house must be left vacant for more than one year after delivery.

Three. Rights and obligations of Party A

1. Party A is responsible for accepting and reviewing Party B's application for vacant property relief;

2. Party A is responsible for supervising and confirming whether the house applied by Party B is really vacant;

3. Party A is responsible for the meter reading and meter number confirmation of water, electricity and gas meters of the house for which Party B applies for the vacancy reduction policy;

4. Party A is responsible for closing the water, electricity and heating valves in the house for which Party B applies for the vacancy reduction policy;

5. After Party A confirms that Party B meets the policy standards of reduction and exemption, Party A shall return the preferential amount that Party B should enjoy as agreed;

6. If Party B fails to sign this agreement with Party A as required, Party A has the right to refuse Party B's request to reduce the property service fee for vacant houses.

7. Party A has the right to refuse to sign this agreement with Party A, but Party B fails to cooperate with Party A in handling relevant formalities, closing water, electricity, gas and heating valves, and checking the number of tables, and proposes to reduce or exempt the property service fee for vacant houses.

Four. Rights and obligations of Party B

1. Party B shall apply in writing to Party A for reducing or exempting vacant property fees;

2. After Party B's written application is approved by Party A, it shall sign this agreement with Party A and abide by the provisions of this agreement. At the same time, Party B shall cooperate with Party A to complete the meter reading and meter number verification of water, electricity and gas meters of vacant houses;

3. If Party B fails to pay the property service fee within the term of this agreement, the franchise will automatically terminate and Party A will charge Party B the full property service fee;

4. If Party B enjoys the condition of reducing or exempting vacant houses, Party A will give Party B a 30% discount on the property service fee as required;

5. If Party B fails to pay the maintenance fee for the public parts and facilities of the house within the term of this agreement, the franchise will automatically terminate and Party A will charge Party B the full property service fee;

6. If Party B fails to sign this agreement as required by Party A, or if Party B signs this agreement with Party A but fails to cooperate with Party A in handling relevant formalities, and closes the valves and lists of water, electricity, gas and heating, it will not be deemed that Party B meets the preferential conditions for reducing or exempting vacant houses, and Party B has no right to ask for reducing or exempting vacant houses.

Five, the housing vacant property fee reduction standard

According to the agreement of both parties and relevant regulations, if the house is vacant for more than one year (including 365 days), Party B has the right to reduce the property service fee; if the house is vacant for less than one year (including one year), Party A shall not reduce the property service fee. Vacant houses are measured by not using water, electricity, gas and warmth during the vacant period. If the house is used, it shall be deemed as not vacant, and Party B shall not enjoy the property fee reduction policy.

Intransitive verb program

1. Party B submits to Party A a written application for property fee reduction and exemption of vacant houses;

2. Party A shall complete the acceptance of the application within 3 working days, and the vacant period of the house shall be counted from the date when the water, electricity, gas and heating meters are checked and signed by both parties.

3. When the house is delivered for the first time, Party B shall pay the property fee of RMB yuan as agreed in the previous property service contract; Party A shall pay the full fee in advance according to the standard of/month/square meter, and the elevator operation fee is RMB/month/square meter. After one year, according to the standards of this agreement, it is confirmed that Party B's house has been vacant for one year or more since the delivery date, and Party A will reduce Party B's property fee by 30%, and the reduced property fee will be extended to the property fee payable in the following year.

4. If Party B needs to inform Party A in writing when staying in the vacant house, Party A and Party B shall complete the verification of water, electricity, gas and heating meters and sign the time limit for confirming the vacancy of Party B's house. If Party B fails to meet the standard of reducing or exempting vacant property fees, Party B will pay the reduced amount to Party A when signing this Agreement.

Seven. Other agreements

1. This Agreement shall be formally implemented as required from July, 20 1x, and the specific end time shall be subject to the notice of relevant government documents;

2. Those who do not meet the notification requirements of this Agreement and government documents shall not enjoy the reduction or exemption policy.

3. Any disputes or disputes arising from tax reduction or exemption between Party A and Party B shall be settled by both parties through consultation. If negotiation fails, it may request the property administrative department to coordinate or bring a lawsuit to the people's court of High-tech Zone.
