In order to protect and improve the atmospheric environment and ensure public safety and public health, according to the People's Republic of China (PRC) Air Pollution Prevention and Control Law, the People's Republic of China (PRC) Public Security Management Punishment Law, the Fireworks Safety Management Regulations, the Henan Air Pollution Prevention and Control Regulations and other relevant laws and regulations, the Municipal Environmental Pollution Prevention and Control Office decided to ban the sale and discharge of fireworks and firecrackers in the whole city. The notice is as follows:

1. It is forbidden to produce, manage, transport and set off fireworks and firecrackers within the administrative area of Xinyang City.

Second, the people's governments of counties, districts and development zones are responsible for prohibiting the sale and discharge of fireworks and firecrackers within their respective administrative areas, and organizing township governments (street offices), village (neighborhood) committees, residential property management companies and other units to comprehensively strengthen the publicity, education, guidance, supervision and management of fireworks and firecrackers. Give full play to the role of townships (streets), villages (communities) and villagers' groups in the three-level supervision grid to achieve full coverage and no dead ends.

Three, public security, emergency management and other departments to strengthen supervision according to their respective responsibilities. City agriculture, rural areas, ecological environment and other departments use the blue sky guards and other regulatory platforms for 24-hour continuous monitoring, timely discover and immediately hand over fireworks and firecrackers information to various jurisdictions.

Four, where the illegal discharge of fireworks and firecrackers, by the local public security organs shall be given administrative detention punishment. Illegal production, operation and transportation of fireworks and firecrackers shall be ordered by the public security organs in conjunction with emergency management, transportation and other departments to stop the illegal acts and take punishment measures such as confiscation of illegal goods and illegal income, fines and administrative detention according to law; If a crime is constituted, criminal responsibility shall be investigated according to law.

Five, radio, television, Internet and other media to widely publicize, guide the hotel, hotel and other market operators and the broad masses of people to change customs, consciously abide by the relevant provisions prohibiting the sale and discharge of fireworks and firecrackers, and maintain a good ecological environment.

Six, public officials should take the lead in implementing the relevant provisions prohibiting the sale and discharge of fireworks and firecrackers, and actively participate in publicity and persuasion.

Seven, any unit or individual has the right to supervise the violation of this notice, can call the reporting telephone "1 10" or "12345" to report.

This notice shall come into force as of the date of promulgation.
