Interim Provisions of Shenzhen Municipality on the Administration of Dongmen Commercial Pedestrian District

Article 1 In order to strengthen and standardize the management of Dongmen Commercial Pedestrian Street (hereinafter referred to as Pedestrian Street) in Luohu District, Shenzhen, and build the Pedestrian Street into a first-class block with beautiful environment, good order, safety and civilization, thoughtful service and prosperous business, these Interim Provisions are formulated in accordance with relevant laws, regulations and rules and in combination with the actual situation of Pedestrian Street. Article 2 The term "pedestrian street" as mentioned in these Interim Provisions refers to the pedestrian street established according to the urban planning and statutory plans, which is located in the west of Dongmen Road, south of Lixin Road, east of Xinyuan Road, north of Shennan Auxiliary Road and Yongxin Street in Luohu District, Shenzhen, and integrates business, entertainment, sightseeing, leisure, residence and office, and is closed to vehicles within the specified time. Article 3 All units or individuals who operate, shop, travel, live or perform official duties in the pedestrian street area shall abide by these Interim Provisions. Article 4 The Luohu District People's Government authorizes the Jiaohu Sub-district Office to set up a specialized management organization for commercial pedestrian streets (hereinafter referred to as specialized management organization) to coordinate and manage specific public affairs such as city appearance and environmental sanitation, public facilities, public security and traffic order, market order and public property management within the pedestrian streets in accordance with these Interim Provisions. Fifth city public security, industry and commerce, planning, transportation, health and epidemic prevention, urban management and other administrative departments, in accordance with the statutory division of responsibilities, in the pedestrian area to perform their respective management responsibilities according to law.

Specialized agencies should assist functional departments in performing official duties in pedestrian areas. Article 6 Specialized agencies may entrust property management enterprises with professional and integrated management of public facilities, equipment, public venues and other public properties in the pedestrian zone according to the relevant provisions of the Measures for the Administration of Property Management Industry in Shenzhen Special Economic Zone. Article 7 Specialized agencies shall organize and guide owners and merchants in pedestrian areas to formulate conventions on the management of pedestrian areas, implement democratic and self-discipline management, and safeguard the legitimate rights and interests of owners and merchants in pedestrian areas. Article 8 Public facilities such as urban roads, power supply, water supply, drainage, fire fighting, posts and telecommunications, street lamps, gas, cable TV, transportation, greening, etc. in the pedestrian zone shall be managed and maintained by the corresponding functional departments. Specialized agencies shall assist relevant departments in daily maintenance of the above public facilities. Ninth benches, flower beds, sculptures, landscape sketches, public toilets, garbage stations and other public facilities that are not under the management of the competent authorities shall be managed and maintained by special working institutions. Tenth public facilities in the pedestrian street area shall not be moved or changed at will. Damaged public facilities shall be repaired or compensated by the responsible person, and the legal responsibility of the responsible person shall be investigated according to law. Eleventh public facilities in the pedestrian street really need to be relocated, it should be reported to the relevant functional departments for approval according to legal procedures. The relevant functional departments shall solicit the opinions of specialized agencies on the relocation before approving the relocation of public facilities in the pedestrian street; Specialized agencies shall provide assistance and services for handling relevant examination and approval procedures. Twelfth specialized agencies shall bear the management responsibility for the collection, removal and environmental sanitation and cleaning of domestic garbage in the pedestrian street area. Thirteenth any unit or individual in the pedestrian street business, shopping, tourism, living or performing official duties, must abide by the provisions of the relevant laws, regulations and rules of urban management, such as city appearance and environmental sanitation, urban greening, and consciously safeguard the city appearance and environmental sanitation of the pedestrian street. Article 14 Owners and merchants of pedestrian streets shall decorate the frontage pavement in accordance with legal procedures, so as to be both beautiful and in harmony with the overall style required by urban planning. Article 15 The social security in the pedestrian street area is based on the combination of civil air defense, technical defense and physical defense. All units or individuals in the pedestrian street area must strictly abide by the laws, regulations and rules of social security management, and set up and improve public security monitoring and anti-theft facilities and equipment according to regulations. Sixteenth units in the pedestrian street area shall strictly abide by the provisions of fire laws and regulations, set up and improve fire control facilities according to the requirements of the fire department, and conduct regular inspections and maintenance to ensure the normal use of fire control facilities. Specialized agencies should cooperate with the fire department to implement the responsibility system for fire safety in pedestrian areas to ensure the safety of life and property. Seventeenth except for special vehicles performing tasks, vehicles are prohibited from passing through the pedestrian street from 7: 00 to 24: 00 every day.

Motor vehicles and non-motor vehicles must be parked and kept in parking lots and storage stations set up around the pedestrian street in accordance with urban planning within the time limit specified in the preceding paragraph, and they are not allowed to drive on the pedestrian street.

Trucks entering the pedestrian street should enter after 0 o'clock every day and leave before 7 o'clock. Eighteenth operators engaged in business activities in the pedestrian street area, must abide by the law, quality service, civilized operation, prohibit the following acts:

(a) operating without a license;

(two) beyond the scope of shopping malls and shops;

(three) dealing in fake and shoddy goods and fraud, which damages the rights and interests of consumers. Nineteenth specialized agencies should assist the commercial and industrial and commercial departments to create and guide the commercial format of pedestrian streets and maintain the commercial order of pedestrian streets. Twentieth owners or entrusted property management companies in the pedestrian street area are responsible for the internal security, order and fire management of the properties they manage, and cooperate with specialized agencies to do a good job in public property management.
