According to the new regulation of Zhejiang Property Law No.2021,the payment standards of property fees for houses that have been vacant for more than one year are as follows:

1. fixed fee: the property fee is paid according to a fixed amount or proportion, regardless of whether the house is vacant or not.

2. Per head: the property fee is shared according to the total number of people in the community or building, regardless of whether the house is vacant.

3. Calculated according to the usable area: the property fee is calculated according to the usable area of the house, regardless of whether the house is vacant.

According to the provisions of the Civil Code, property managers should provide property services in accordance with relevant regulations, and owners cannot refuse to pay property fees on the grounds that they have not accepted or do not need to accept services. Therefore, owners need to pay property fees on time even if they are vacant after repossession.
