What do you mean by specific target projects?

Specific target projects refer to the project expenditures incurred by departments (units) to complete their specific tasks and career development goals.

The special funds corresponding to the first-level projects of a specific target category are subdivided into budget projects and transfer payment projects at the same level according to the budget level. All departments (units) should strictly control the project catalogue and accurately declare specific target projects. The specific target projects shall not include property fees, heating fees, training fees and other matters that have been included in business projects.

All departments (units) should reasonably calculate funds according to the expenditure standard and the direction of fund use, and the items calculated according to the statutory expenditure standard should correspond to the economic classification subjects (scope of use) of the department, and the annual implementation should be adjusted and controlled.

All departments (units) should refine the budget items to specific implementation units, and departments shall not prepare budget items that should be implemented by subordinate units and other units. If they can not be decomposed into specific implementation projects and implementation units for the time being, they will be included in the financial items allocated and listed by the county-level finance.

Storage requirements for other operating projects and specific target projects:

1. All departments (units) should give priority to major reforms and key projects such as people's livelihood projects, rural revitalization and the development of nine key industries in combination with the strategic deployment of the county party committee and the government and the functions and tasks of their own units.
