The intention of adding elevators to existing houses and the architectural design scheme shall be approved by the owners of this unit or the exclusive part of this building, which accounts for more than two-thirds of the total construction area and more than two-thirds of the total number of people. If the additional elevator intends to occupy the exclusive part of the owner, it shall also obtain the consent of the owner of the exclusive part.
About construction and maintenance funds:

Step 2: After the owner determines the applicant through consultation and forms a written agreement on adding elevators, the applicant shall entrust an engineering design unit with corresponding qualifications to prepare an architectural design scheme for adding elevators to existing houses that meets the relevant specifications and standards such as architectural design, structural safety, fire safety, electric power design, civil air defense engineering design and special equipment.
Step 3: After the design scheme of adding elevators is completed, the applicant applies to the local parks and towns (streets) for publicity of the design scheme of adding elevators. The park and town (street) where it is located shall organize the community neighborhood committee or entrust the realty service enterprise to add the elevator agreement, architectural design scheme and feedback channel to the public at the unit entrance where the elevator is to be added, the location of the community bulletin board and the government website within 3 working days after receiving the application, which shall not be less than 10.
Step 4: If there is no objection to the publicity, and the objection has been properly handled, or after evaluation and expert argumentation, the additional elevator has no substantial impact on the rights and interests of the owner who raised the objection, the applicant shall apply to the local park, town (street) for joint review of the design scheme of the additional elevator. Territorial parks and towns (streets) shall organize territorial natural resources (including planning) departments and housing and urban-rural construction departments to conduct joint review within 7 working days, and each department shall issue review opinions according to its responsibilities. If all departments issue review opinions that meet the requirements and have no different opinions on adding elevators, the local parks and towns (streets) shall be responsible for registering the agreement and architectural design scheme for adding elevators.
Step 5: After the architectural design scheme of adding elevators to the existing residence is registered and put on record, the applicant shall entrust an engineering design unit with corresponding qualifications to carry out the construction drawing design in accordance with the provisions of laws and regulations, and entrust a construction drawing review institution with corresponding qualifications to carry out the technical review of the construction drawing. After the construction drawing design documents have passed the technical review, the construction can begin!
For most owners of old buildings with higher floors, installing elevators is indeed a particularly happy thing.
