Why is community management called "property management"? What else is property?

Property refers to the property and its appendages that have been built and put into use, so the buildings and their appendages in the community also belong to property, so property management is property management.

However, what we usually refer to as "property management" is wrong. In fact, it is the owner, not the property company, who can implement property management. Only the owner can manage his own property, and the property company is not the owner, so the property company only provides "property management service", which is service rather than management.
