In order to protect the legitimate rights and interests of residents and residents' non-domestic garbage removal units, and promote the healthy and orderly development of residents' non-domestic garbage removal industry, according to the relevant provisions of the Price Law of People's Republic of China (PRC) and the Regulations on the Administration of Urban Construction Waste, we hereby notify the residents' non-domestic garbage removal expenses and related matters as follows:

1. This circular is applicable to city appearance and environmental sanitation operation service units, which transport residents' non-domestic garbage generated by house owners and users decorating houses (except low-rise houses built by farmers) to places designated by property service enterprises, residents' committees and other residential area management units for consumption and comprehensive utilization of facilities, and complete the collection, removal and disposal expenses (hereinafter referred to as "removal expenses").

Second, the pricing form of freight. The city's freight charges are subject to government-guided price management. The municipal price department shall, jointly with the municipal greening and city appearance management department, formulate and adjust the maximum charges for clearing freight in this Municipality.

The district and county price departments shall, jointly with the district and county greening and city appearance management departments, comprehensively consider factors such as transportation and disposal costs in the region where they are located, and formulate and adjust the highest freight charges in the region within the range of not exceeding the highest freight charges in the city.
