Property management measures are as follows:

In order to standardize the property management activities and safeguard the legitimate rights and interests of owners, property service enterprises and other managers, these Regulations are formulated in accordance with the Property Law of People's Republic of China (PRC), the Regulations on Property Management of the State Council and other laws and regulations, combined with the actual situation in Chengdu. These Regulations shall apply to the management, use, service, supervision and management activities of the property within the administrative area of this Municipality.

New construction projects, including projects built by stages or jointly developed by two or more units, shall be divided into a building division, in which ancillary facilities and equipment are used by * * * *. However, if the construction project has been divided into two or more natural courtyards or enclosed areas according to the plan, it can be divided into independent building divisions under the condition that the management and maintenance responsibilities of ancillary facilities and equipment are clearly defined.

Legal liability

If a construction project divided into building divisions is developed by stages, the tender for its preliminary property services shall be based on building divisions. If the property delivered for use in the area developed and constructed in advance meets one of the conditions stipulated in the first paragraph of Article 24 of these regulations, an owners' meeting shall be established, and the number of members of the owners' committee shall be determined according to the proportion of housing construction area developed and constructed by stages.

It should be stipulated in the rules of procedure of the owners' congress that the owners' committee should follow the rules of procedure of the owners' congress according to the situation of phased construction. After the members of the owners' committee are increased, the owners' congress can make a decision on the property management within the whole building division.
