Rule number one In order to standardize residential property management activities, safeguard the legitimate rights and interests of owners and property service enterprises, promote the construction of harmonious and livable communities, and improve people's satisfaction with the living environment, these Regulations are formulated in accordance with the General Principles of the Civil Law of People's Republic of China (PRC), the Regulations on Property Management of the State Council and the Regulations on Property Management of Jiangsu Province, and combined with the actual situation of this Municipality.

Rule number two These Regulations shall apply to the residential property management and related supervision and management activities within the administrative area of this Municipality, as well as the basic property service activities of old residential quarters.

The term "residential property management" as mentioned in these Regulations refers to the activities of the owners in the residential property management area to maintain, conserve and manage the buildings, structures and their supporting facilities and equipment and related sites in the property management area by hiring property service enterprises, and to maintain environmental sanitation and related order.

Rule three. City, county (city, district) people's governments should incorporate residential property management into the development planning of modern service industry and the community governance system, establish and improve the working pattern of combining party Committee leadership, government supervision, owner autonomy, multi-party participation and consultation, formulate and implement supporting policies, improve the professional, socialized and market-oriented property management mechanism, and improve the property management and service level.

City, county (city, district) people's government housing and urban and rural construction department (hereinafter referred to as the property management department) is responsible for the supervision and management of residential property management activities; Other relevant departments and institutions shall do a good job in property management according to their respective responsibilities.

Street offices (Township People's governments) are responsible for the guidance, coordination and supervision of residential property management activities within their respective jurisdictions. Community neighborhood (village) committees shall assist and cooperate with street offices (township people's governments) to do a good job in property management.

Article 4? Establish and improve the deliberation and coordination mechanism of community party organizations, community residents' (village) committees, owners' committees and property service enterprises, and give play to the leading role of community party organizations in community governance.

Article 5? Support property service industry associations to implement self-discipline management according to law, standardize business practices, advocate honest management, mediate industry disputes, organize business training, and promote the healthy and orderly development of the industry.

Article 61? The construction unit in any of the following circumstances, the county (city, district) real estate management department shall be punished in accordance with the following provisions:

(a) in violation of the provisions of the second paragraph of article seventh of this Ordinance, failing to pay the preparatory funds for the first meeting of the owners' congress, it shall be ordered to make corrections within a time limit and be fined not less than 50,000 yuan but not more than 100,000 yuan;
