There are 25 measures for the management of property service charges in Hunan Province, including jurisdiction, pricing rules, property service contracts and supervision and management, which mainly embodies the "five stresses". First, pay attention to the specific scope of government pricing. The second is to pay attention to the application and filing of property fees in the early stage. The third is to focus on vacant property property fees and implement reasonable concessions. The fourth is to focus on solving the problem of "quality and price discrepancy" in service quality. Fifth, focus on the supervision of income and expenditure of property service fees.

The revised "Measures for the Administration of Property Service Charges in Hunan Province" clarifies six contents:

First, the pricing forms and procedures of ordinary commercial housing and villas have been clarified.

Second, it is clear that the three expenses, such as "purchasing parking space property service fee, decoration service fee and decoration garbage cleaning fee", are subject to government guidance prices.

Thirdly, it is clear that the delivery time node of the construction unit to the buyer must be substantially handled.

The fourth is to clarify the time node when the property service personnel record the property.

The fifth is to clarify how to adjust the property fee of the government-guided price standard during the implementation of the previous property service.

Sixth, it is clear that the property fees paid by vacant houses that have been delivered but not yet occupied shall not exceed 90%.
