Chapter I General Provisions Article 1 In order to standardize property management activities, safeguard the legitimate rights and interests of owners and property service providers, and create a harmonious, safe and civilized living and working environment, these Regulations are formulated in accordance with the basic principles of relevant laws and administrative regulations and the actual situation of Zhuhai Special Economic Zone. Article 2 These Regulations shall apply to property management activities and their supervision and management within the administrative area of this Municipality.

The term "property management" as mentioned in these Regulations refers to the activities that the owners manage, maintain and repair the houses, supporting facilities, equipment and related sites by hiring property service providers, and the owners and property service providers manage themselves according to the property service contract or maintain the environmental sanitation and order in the property management area.

Property service providers include property service enterprises and other managers. Article 3 Property management shall follow the principle of combining owner autonomy, professional services and government supervision. Article 4 The municipal and district people's governments (hereinafter referred to as municipal and district governments) shall incorporate property management into the development plan of modern service industry, community construction and community management system; Establish and improve a professional, market-oriented and standardized property management mechanism, and encourage the adoption of new technologies and methods to improve the level of property management.

Hengqin New District and economic functional zone management agencies perform the duties of the district government. Fifth city property management administrative departments to organize the implementation of these regulations, and perform the following duties:

(a) to formulate policies related to the city's property management activities;

(two) to guide and supervise the administrative supervision of property management in various districts;

(three) overall supervision of the city's property special maintenance funds;

(four) to establish and improve the city's property management publicity and training mechanism;

(five) the establishment of the city's property management credit system;

(six) to establish a comprehensive platform for property management in the city;

(seven) to formulate temporary management regulations, management regulations, rules of procedure of the owners' congress, property service contracts, inspection agreements, decoration management service agreements and other model texts;

(eight) other duties as prescribed by laws, regulations and rules. Sixth district property management administrative departments shall perform the following duties:

(a) responsible for the property management area for the record, the property undertaking inspection for the record, and the property service contract for the record;

(two) responsible for filing with the owners' committee;

(three) to guide and supervise the owners' organizations to carry out activities according to law;

(four) responsible for the supervision of the use of special maintenance funds for property;

(five) to supervise and inspect the property services;

(six) the establishment of property management files;

(seven) guidance and supervision within the jurisdiction of the town people's government, street offices (hereinafter referred to as the town government, street offices) to mediate property management disputes;

(eight) other duties as prescribed by laws, regulations and rules. Seventh town government, street offices shall perform the following duties on the property management activities within their respective jurisdictions:

(a) to guide and supervise the owners to set up the owners' meeting and elect the owners' committee;

(two) to guide and supervise the transfer of property management projects;

(three) to guide and supervise the owners' organizations to carry out activities according to law;

(four) to coordinate the handling of property management disputes within the jurisdiction;

(five) other duties as prescribed by laws, regulations and rules.

The town government and sub-district offices shall be equipped with special property management departments and full-time personnel. Article 8 The administrative departments of natural resources, housing and urban and rural construction, public security, price, market supervision, civil air defense and comprehensive law enforcement of urban management shall, in accordance with their statutory duties, strengthen the guidance, supervision and services on housing safety, property charges, public security and fire control, public order, environmental sanitation, and the use of housing and facilities and equipment within the property management area.

Water supply, drainage, power supply, gas supply, communication, cable television and other franchised service units shall, in accordance with the relevant provisions and the contract, do a good job in special services within the property management area. Ninth in the owners' organizations, according to the provisions of the articles of association of the China * * * production party, the China * * * production party organization was established to carry out party activities and support the owners' organizations to exercise their functions and powers according to law.

Encourage and support party member owners to become members of the owners' committee through legal procedures, play an exemplary role and perform their duties according to law.

Strengthen the guidance and supervision of community party organizations and residents' committees to owners' committees and property service providers, and establish and improve the deliberation and coordination mechanism of community party organizations, residents' committees, owners' committees and property service providers. Article 10 The town government and sub-district offices shall establish a mediation mechanism for property management disputes, and be responsible for convening district property management administrative departments, police stations, judicial offices, residents' committees or villagers' committees, construction units, property service providers, owners' committees or owners' representatives to handle property management disputes within their respective jurisdictions, and may invite municipal property management administrative departments and other administrative departments to participate. Eleventh city, district property management administrative departments should be the town government, street offices, residents' committees, villagers' committees and property management personnel training, improve the level of property management.

City, district property management administrative departments and town governments, street offices shall organize the publicity of property management laws, regulations and rules, and enhance the awareness and ability of owners to implement self-management.

Relevant training and publicity funds are included in the financial budget of the people's government at the same level.
