Xinyang has fully implemented the new "Trinity" property management model.

With the rapid development of economy and society, various residential quarters have sprung up like mushrooms after rain in Xinyang City. A few days ago, in order to fundamentally solve the situation that property management has many jobs, long lines and wide areas, and it is difficult to achieve results only by the single qualification management of the housing management department, the municipal government put forward a new "trinity" property management model, which takes the property community as the main body of community management, combines the management of the jurisdiction with the management of the industry, and establishes the management of social neighborhood committees, owners' committees and property service companies.

In order to implement the new property management model, Xinyang Municipal Government issued the Opinions of Xinyang Municipal People's Government on Further Strengthening the Property Management in the City (Xinzheng [2008] No.67), and held a high-standard and powerful property management work conference in the city. Zhang Chunxiang, member of the Standing Committee of Xinyang Municipal Committee, Minister of Propaganda and Vice Mayor, called for the promotion of the new trinity property management model, so as to achieve "five implementations" and "five possessions". At the first meeting of Xinyang property management leading group, Zhang Chunxiang, vice mayor, once again put forward the concept of "property management is a people-oriented issue", emphasizing that the main battlefield of property management work is in the jurisdiction, further clarifying the responsibilities of the government and relevant units in the jurisdiction, and requiring all levels and departments to strengthen leadership, study hard, be highly responsible, strengthen education and pay close attention to implementation. After the meeting, the new "trinity" property management model was fully implemented, and the county and district governments held meetings one after another, issued documents, set up institutions, and defined their responsibilities: Xinyang Housing Management Bureau requested the government to approve the establishment of the city's property management leading group and office, vacate special office buildings, engrave official seals, print document headers, and hang the "Xinyang Property Management Leading Group Office" brand; Published a series of property management reports in Xinyang Daily, such as Xinzheng [2008] No.67 document and answered reporters' questions; On the basis of in-depth investigation, the idea of property management is clarified; The Municipal Price Bureau announced the telephone number of complaints, organized personnel to carry out investigation and study, and revised the Detailed Rules for the Implementation of Property Management Service Charges in Xinyang Urban Residential Areas. All counties and districts actively create conditions to carry out their work and conscientiously implement the requirements of the "three five-year plans and the first five-year plan". The new "trinity" property management model in our city has been fully implemented.

In the next step of implementing the new property management model, Xinyang departments at all levels will focus on the following tasks: First, establish a joint meeting system to further supplement their strength and form a joint effort. The second is to further clarify the various foundations of property management, adjust internal research and external research, and formulate property management opinions suitable for their own development according to local conditions. The third is to clarify the responsibility, face the problem directly, publicly complain, seriously investigate the problem and formulate rectification measures. Fourth, seriously study and study the laws and regulations of property management, increase property publicity, set up advanced models of property community management, and create a good working atmosphere of property management. The fifth is to set up a property management inspection team to pay close attention to the implementation of property management responsibilities and tasks. Sixth, the housing management department should strengthen personnel training, improve the overall quality of the industry, strengthen enterprise qualification management, and standardize property service behavior.
