Main responsibilities of Weifang Housing and Urban-Rural Development Bureau

(a) the implementation of national and provincial guidelines, policies and laws and regulations on housing and urban and rural construction; To formulate policies, normative documents, development plans and stage plans for housing and urban and rural construction in the whole city and organize their implementation; Responsible for the industry management of housing and urban and rural construction; To study and put forward policy suggestions on major issues of housing and urban and rural construction.

(two) to undertake the responsibility of housing security for urban low-income families. Establish and improve the housing security system; To formulate policies and plans related to housing security and guide their implementation, and undertake the construction and management of urban housing difficulties and low-rent housing; In conjunction with the relevant departments to study and formulate and supervise the implementation of provincial and municipal low-cost housing fund management policies.

(three) to undertake the responsibility of promoting the reform of the housing system. To formulate the city's housing policy and guide the housing construction and housing system reform; Prepare the city's housing construction plan and annual plans and guide their implementation.

(four) to assume the responsibility of regulating the order of the real estate market and supervising and managing the real estate market. Organize the formulation of real estate market supervision policies in conjunction with relevant departments and supervise their implementation; Guide the paid transfer, development and utilization of urban land use rights according to regulations; To formulate the development plan and industrial policy of the city's real estate industry, formulate the rules and regulations of the city's real estate development, housing ownership management, housing leasing, real estate surveying and mapping management, real estate appraisal and brokerage management, property management, special housing maintenance funds, housing expropriation and demolition, and supervise the implementation; Guide the whole city and be responsible for urban real estate transaction, safety appraisal, real estate ownership registration and property right registration management, housing home purchase guarantee, commercial housing sales (pre-sale) registration management and commercial housing pre-sale fund supervision.

(five) to guide the management of urban construction. Responsible for the examination and approval and management of the qualification of municipal public construction enterprises, the examination and approval and management of the qualification of urban landscaping construction enterprises, and the construction and quality supervision and management of municipal public infrastructure projects; To work out the investment plan for urban construction fixed assets jointly with relevant departments; Managing urban construction archives; Responsible for the construction and management of scenic spots in the city; To formulate development plans and policies for scenic spots in the city and guide their implementation; Organize to review the declaration of world natural heritage, review the declaration of world natural and cultural dual heritage jointly with cultural relics and other relevant departments, and be responsible for the protection, supervision and management of historical and cultural cities (towns and villages) jointly with cultural relics departments.

(six) to assume the responsibility of standardizing the construction of villages and towns and guiding the construction of villages and towns in the city. To formulate policies for the construction of villages and small towns and guide their implementation; Guide small towns, rural housing construction, rural housing safety and reconstruction of dangerous houses, guide the improvement of living environment in small towns and villages, promote the development of urbanization, and guide national key towns and provincial and municipal central towns.

(seven) supervision and management of the construction market, standardize the behavior of market participants. Guide the city's construction activities, and be responsible for the overall planning of construction market access, project bidding (excluding those included in the scope of government procurement), project construction, project supervision, decoration, and old-age security funds for construction enterprises; To be responsible for the qualification identification of bidding agencies engaged in engineering construction projects; To formulate policies and regulations on survey and design, construction, decoration, construction supervision and management of relevant social intermediary organizations.

(eight) to guide the city and assume the responsibility of quality and safety supervision of urban construction projects. To organize the formulation of policies, regulations and rules on construction project quality, construction safety production and completion acceptance, and supervise their implementation; Guide and organize the examination and approval of the quality grade of construction projects, and accept complaints about the quality problems of projects; Responsible for the city's construction safety management; Responsible for the safety qualification certification of construction enterprises; Organize or participate in the investigation and handling of major engineering quality and safety accidents.

(nine) to organize the implementation of key infrastructure projects determined by the municipal government; Record management of housing construction projects and related urban infrastructure projects; Responsible for supervising the implementation of seismic design specifications for various buildings and their ancillary facilities and urban municipal facilities construction projects; Responsible for the preliminary design review of government investment and large-scale construction projects; Cooperate with relevant departments to do a good job in the management of urban civil buildings combined with the construction of civil air defense projects and guide the development and utilization of urban underground space.

(ten) to assume the responsibility of establishing a scientific and standardized standard system for engineering construction in the city. Organize the implementation of national standards, national unified quotas and industry standard quotas in the implementation stage of engineering construction; Organize the preparation of Weifang local supplementary quota and local material price information, formulate the evaluation method, economic parameters, construction standards and project cost management system of the feasibility study of construction projects, formulate the construction standards of public service facilities (excluding communication facilities) and supervise the implementation; Guide and supervise the implementation of various engineering construction standards and quotas, and organize the release of engineering cost information; Supervise the implementation of qualification standards of engineering cost consulting units.

(eleven) to undertake the responsibility of promoting building energy conservation and urban emission reduction. Formulate building energy-saving policies, plan and supervise the implementation jointly with relevant departments, organize the implementation of major building energy-saving projects, and promote urban emission reduction work such as urban garbage disposal, urban sewage treatment and urban water saving; To formulate scientific and technological development plans and economic policies for housing and urban and rural construction in the whole city; Organize and guide the training of employees in housing and urban and rural construction systems; Responsible for the city's housing and urban and rural construction exchanges and cooperation.

(twelve) to be responsible for the supervision of production safety and the maintenance of stability of the bureau and its subordinate units.

(thirteen) to undertake other tasks assigned by the municipal government.
