2022 Liaoning electricity charges implement new standards. In order to strengthen and standardize the orderly power consumption management and maintain the normal order of power supply and consumption, the Liaoning Provincial Department of Industry and Information Technology issued the Notice on the Orderly Power Consumption Plan of Liaoning Province in 2022.

First, the orderly power consumption measures formulated in the Notice mainly include three points:

1. According to the experience of orderly power consumption in 202 1, a new orderly power consumption scheme was formulated and distributed to cities.

2. For long-term and heavy-load orderly power consumption, some high-power enterprises in the province will be divided into 7 groups, and orderly power consumption will be implemented by means of rotating production suspension or orderly rotation to limit some production loads (referred to as sequential power restriction). When the plan of power limiting measures in the province is insufficient, cities will arrange orderly power consumption measures to make up for the load gap.

3 cities and counties need to coordinate the local "two high" users to implement orderly electricity consumption measures, and first limit the electricity demand of local "two high" users. When the load gap is large and lasts for a long time, the Provincial Department of Industry and Information Technology can, on the basis of comprehensively judging the trend of the load gap, decide to implement orderly electricity consumption measures for individual high-energy-consuming industries as a whole.

Two, the "notice" set the priority protection and key restrictions of various industries.

(1) Give priority to the following electricity demand.

1. Emergency command and disposal departments, major party, government and military organs, users involved in national security and social order such as radio, television, telecommunications, transportation and prisons.

2. Dangerous chemicals and power outages in mine production will lead to serious personal injury or serious damage to the safety load of enterprises.

3 major social activities, hospitals, financial institutions, schools and other users related to people's lives and property safety.

4. Users of infrastructure such as water supply, heat supply and energy supply.

5 residents living, irrigation and drainage, fertilizer production and other agricultural production electricity.

6. National key projects and military enterprises.

(two) focus on limiting the following electricity demand

1. Illegal projects built or under construction.

2. Eliminate and restrict enterprises in the catalogue of industrial restructuring.

3. Enterprises whose energy consumption per unit product is higher than the national or local mandatory energy consumption limit standard.

4. Landscape lighting and lighting engineering.

5. Other enterprises with high energy consumption and high emissions.

I. General requirements

Conscientiously implement the requirements of the provincial party committee and government on power supply guarantee, coordinate regional industrial structure, power consumption characteristics, power generation capacity and other factors, scientifically judge the situation of power supply and demand, and actively respond to the contradiction between power supply and demand. Adhere to the priority of demand response, orderly use electricity to ensure the bottom, save electricity to help the poor, and minimize the impact on the province's economic and social development.

Second, the working principle

(1) is safe and stable. (2) Limited insurance. Adhere to the principle of "living first, then producing", give priority to ensuring the living of residents and the electricity demand of important users involving public interests and national security, first limit the electricity load of users with high energy consumption and high emissions, and reduce the electricity demand of industries with overcapacity and unreasonable electricity demand.
