Maintenance and management of property

1. First, find a property management company. For the reason that "the upstairs owner is unwilling to cooperate and cannot maintain the property now", please ask the property company to issue a written certificate to prove that the reason for the water leakage in your house is caused by the upstairs owner, and now the upstairs owner is unwilling to cooperate.

2. Then, go to the neighborhood committee. State the situation, and show the certificate of the property management company and the clear photos of your house leaking. Ask the neighborhood Committee to come forward to solve it. If it still doesn't work, please ask the neighborhood Committee to issue a written certificate stating the time and requirements for you to seek help, as well as the attitude of the upstairs owner and the reasons why the neighborhood Committee can't solve it.

3. Then bring a copy and photos of the above-mentioned written proof materials to the civil court of the court where your property is located to file a lawsuit for correction and compensation. The court will contact the upstairs owner again to discuss the solution before the trial. If it is still invalid, enter the proceedings. After the judgment, if the upstairs owner still refuses to execute it, he can finally apply to the court for "compulsory execution" of the judgment.
