Article 1 In order to strengthen the standardized management of municipal engineering construction technical data, improve engineering quality and enterprise management level, these Provisions are formulated in accordance with relevant national norms, standards and regulations.

Article 2 The municipal projects mentioned in these Provisions include roads, bridges, drainage, rainwater, sewage plants and stations, flood control and other projects. All construction enterprises engaged in the above projects shall be implemented in accordance with these regulations. There are special requirements of the project, need to increase or decrease the content, according to the relevant provisions of the state and design requirements.

Article 3 The technical data of municipal engineering construction are written records, drawings, tables and audio-visual materials produced by the construction unit in accordance with relevant regulations during the construction process, which are necessary conditions for evaluating the quality of the project and its completion and delivery, and also the basis for engineering inspection, maintenance, management, use, reconstruction and expansion.

Article 4 The main items of municipal engineering construction technical data shall be in a uniform format. If there is no unified form, each district can draw up it according to its own needs.

Fifth municipal engineering construction technical data by the construction enterprise management. Construction enterprises should strengthen the management of construction technical data, establish and improve the technical data management department, and formulate post responsibility system.

Article 6 A construction enterprise shall be responsible for collecting and sorting out the technical data of engineering construction within the scope of contracted projects. For general contracting projects, the general contractor shall also be responsible for collecting and sorting out relevant construction technical data compiled by subcontractors.

Seventh engineering construction technical data should be timely arranged with the construction progress, and fill in the required forms according to the schedule format of these regulations, so that the handwriting is clear, and the project is complete, accurate and true.

Eighth engineering construction technical data must truly reflect the actual situation of the project, to ensure completeness and accuracy, and must be audited by construction technical leaders at all levels. After the data achievement is completed, it shall be signed by the technical director and legal representative of the enterprise and stamped with the official seal of the unit.

Article 9 When signing a construction contract, the construction unit and the construction enterprise shall clearly stipulate the responsibility for compiling the construction technical data and the handover period.

Tenth construction enterprises should incorporate the management of construction technical data into the enterprise reward and punishment system. Damage or loss caused by alteration, forgery, random withdrawal or dereliction of duty shall be punished according to relevant regulations. If the circumstances are serious enough to constitute a crime, criminal responsibility shall be investigated according to law.

Eleventh engineering construction technical data, according to the number of copies required by the construction unit and other relevant units, the preparation unit should keep one copy. Major projects shall be implemented in accordance with relevant regulations. Data files should be kept by the enterprise.

Thirteenth construction organization design (or construction plan)

Before organizing the construction, the construction organization design (or construction scheme) shall be prepared. Large-scale and long-term construction projects can be compiled by parts and units according to the general design of construction organization.

A, the construction organization design must be approved by the superior technical director or the construction unit (supervision unit) before it can take effect. (Fill in the construction organization design approval form) If there are any major changes in process changes and construction measures, there should be procedures for examination and approval of changes.

Second, the construction organization design should include the following main contents:

1. Description: project overview, project cost, project characteristics, construction period, construction deployment, quality requirements, main technical measures, etc.

2. Construction layout.

3. Schedule and various work, materials and transportation plans.

4. Design of quality objectives (overall quality objectives, sub-quality objectives, content measures, methods and implementers to achieve quality objectives).

5. Construction technical scheme, technical measures to ensure quality, civilized construction and safe construction (including construction measures in winter and rainy season, new technologies, new processes and new methods adopted, etc.).

6. Technical measures to save construction.

7. Large bridges, factories, stations and other complex civil engineering and installation projects should have special designs aimed at the construction needs of individual projects, such as formwork and support design, underground trench support design, dewatering design, construction of temporary bridges, convenience line design, square culvert jacking design, prestressed concrete reinforcement tensioning design, large precast member hoisting design, concrete construction pouring scheme design, equipment installation scheme design, etc.

8. Environmental protection measures.

Article 14 The blue prints.the design, technical background

A before the project starts, the blue prints.the design must be organized, and the technical director of the contracted project should organize the construction technicians to conduct comprehensive study, review and record the blue prints.the design.

2. Technical disclosure: including design disclosure, construction organization design disclosure and process construction technical disclosure. All kinds of disclosure shall be recorded in writing and signed by both parties for approval.

Fifteenth raw materials, semi-finished products and finished products factory quality certificate and test (inspection) report. The quality of raw materials, semi-finished products and finished products must be qualified, and there should be factory quality certificates or inspection sheets. If technical measures need to be taken, they shall comply with relevant specifications, standards and regulations, and shall be used only after being approved by the relevant technical person in charge (with approval procedures). Where new materials, new products, new processes and new technologies are adopted, there should be an appraisal certificate or a production license, and there should be product quality standards, specifications and process requirements. Before use, it should be inspected according to its quality standards.

I. Cement

1. Cement shall have the manufacturer's ex-factory quality certificate and test report (including ex-factory, variety, label, production date and test number).

2. A second interview must be conducted before use.

3. Cement retest items: compressive strength, flexural strength and stability.

4. If the cement adopts rapid test, the strength of standard curing for 28 days shall prevail.

5. Cement test sheet should have test conclusion. If there is a problem with the quality of cement, the parts that are allowed and used by the project and the quality requirements that will not affect the parts should be indicated under applicable conditions.

6. The variety, label and test number of cement indicated in the concrete test report shall be consistent with the contents in the cement factory certificate or the reinspection sheet.

Second, strengthen

1. Steel bars shall have ex-factory quality certificates and test reports, and mechanical properties shall be tested by sampling according to relevant standards.

2. Imported steel bars shall have mechanical performance test, chemical analysis report and weldability test report.

3. The steel bars processed centrally shall have the factory certificate issued by the processing unit, the factory certificate of steel bars and a copy of the steel bar test sheet (copy).

4. The high-strength steel wire and steel hinge wire for prestressed concrete shall be visually inspected in batches, and the mechanical properties shall be tested by sampling according to relevant regulations.

5. The items in the steel bar inspection list should be filled in completely, and the inspection conclusion should be made. If there is any problem in the first test, two samples should be taken, and the two test reports should be kept at the same time after passing the test.

Iii. Steel connectors used in steel structures

1. Must have a quality certificate, which should meet the requirements of the design documents. If there is any doubt about the quality, the mechanical performance test and chemical composition test must be carried out according to the specifications.
